NERC Approves Special Compensation for Eligible Band A Customers Affected by Grid Generation Constraints
The Nigerian Electricity Regulatory Commission (NERC) hereby notifies electricity consumers and stakeholders of the issuance of Directive No. NERC/2026/002 on the Special Compensation of Band A Customers Arising from Grid Generation Constraints.
The directive was introduced in recognition of the significant generation shortfalls experienced across the Nigerian Electricity Supply Industry (NESI) between February and March 2026, which affected the ability of Distribution Companies (DisCos) to meet the committed service levels for some Band A customers.
The shortfalls were largely attributed to inadequate gas supply and vandalism of critical gas and transmission infrastructure, factors beyond the direct operational control of the DisCos.
Key Provisions of the Directive:
- Coverage Period: The compensation scheme applies to the period covering February 2026 to March 2026.
- Compensation for Feeders with 18–20 Hours Supply: Where a Band A feeder recorded an average daily supply of between 18 and 20 hours, the existing compensation framework under Addendum No. NERC/2024/003 shall apply to both Maximum Demand (MD) and Non-Maximum Demand (Non-MD) customers.
- Special Compensation for Feeders with Less Than 18 Hours Supply
* Affected Band A feeders will not be downgraded during the covered period.
* Eligible customers will receive special compensation as follows:
> Non-MD Customers: Compensation equivalent to 20% of the approved February 2026 energy cap applicable to the affected feeder.
> MD Customers: Compensation equivalent to 20% of the average energy billed per MD customer in February 2026.
Mode of Compensation
- Prepaid customers will receive compensation through token credits.
- Postpaid customers will receive compensation through bill adjustments.
Implementation Timeline
- Compensation for February 2026 shall be completed no later than 31 May 2026.
- Compensation for March 2026 shall be completed no later than 30 June 2026.
Customer Protection
- Distribution Companies are prohibited from offsetting compensation credits against any existing customer debt.
- Customers must be clearly informed of the value and period of compensation received.
NERC remains committed to protecting electricity consumers while ensuring the stability and sustainability of the electricity market. The Commission will continue to monitor implementation and verify compliance by Distribution Companies to ensure all eligible customers receive the compensation due to them.

It is a project of the Federal Government of Nigeria supported by the World Bank, the DISREP Metering Program is designed to improve energy accounting, reduce estimated billing, and enhance transparency and service delivery across the electricity distribution sector.
DISREP meters are unique in configuration to each DisCo and carry inscriptions that distinguish them from other interventions (MAF, NMMP & MAP). The meters are also non-transferable from one DisCO to another.

COMMENCEMENT OF THE NET BILLING REGULATIONS 2026
The Nigerian Electricity Regulatory Commission (NERC) hereby notifies electricity consumers, distribution companies, renewable energy developers, commercial and industrial customers, and the general public of the commencement of the Net Billing Regulations 2026.
The Regulations establish a framework that enables eligible electricity customers (Prosumers) to generate electricity from renewable energy sources, primarily solar photovoltaic systems, for their own consumption and export surplus energy to the distribution network under a Net Billing Arrangement.
The objectives of the Net Billing Regulations 2026 are to:
- Promote the adoption of renewable energy technologies.
- Enhance energy security and reliability for electricity consumers.
- Encourage private sector participation in distributed generation.
- Support the reduction of greenhouse gas emissions.
- Facilitate efficient integration of renewable energy systems into distribution networks.
Customers seeking to participate in the Net Billing Scheme must:
* Be connected to a Distribution Licensee's network.
* Install renewable energy systems that comply with applicable technical standards and regulatory requirements.
*Renewable Energy System (RES) with minimum installed capacity of 50 kilowatt peak (kWp) and a maximum of 1.5 Megawatt peak (MWp)
* Obtain approval from the relevant Distribution Licensee.
* Execute a Net Billing Agreement and register with the Commission.
Interested customers are required to apply to their Distribution Licensee for a technical feasibility assessment. Upon approval and execution of a Net Billing Agreement, the applicant shall register with NERC in accordance with the provisions of the Regulations.
Approved participants shall be provided with appropriate bidirectional net metering facilities to measure electricity imported from and exported to the distribution network. Exported energy shall be credited in accordance with the export tariff approved by the Commission.

NERC Reiterates Zero Tolerance for Non-Compliance with Regulations
The Nigerian Electricity Regulatory Commission (NERC) has sustained its routine Compliance Peer Review Meetings, reiterating its commitment to enforcing regulatory standards and maintaining zero tolerance for non-compliance among licensees in the Nigerian Electricity Supply Industry (NESI).
The latest meeting commenced on Monday in Abuja and was chaired by NERC Commissioner for Legal, Licensing and Compliance, Dafe Akpeneye.
Participants, comprising regulatory and compliance officers from across the power sector.
Key areas of focus during the meeting included:
·Performance reviews and peer comparisons among regulatory and compliance officers to encourage continuous improvement.
·The integration of Artificial Intelligence (AI) into regulatory and operational compliance processes within the power sector.
·Review of the overall compliance scorecards of licensees in NESI.
·Status of health and safety report submissions from December to date.
·Progress on metering across the Nigerian Electricity Supply Industry.
·Regulatory compliance requirements relating to market obligations.
·Reporting obligations of on-grid licensees to the Nigerian Independent System Operator (NISO).
The two-day Compliance Peer Review Meeting brings together regulatory and compliance officers from across the electricity value chain, including generation companies, the Transmission Company of Nigeria (TCN), distribution companies, NISO, the Nigerian Bulk Electricity Trading Plc (NBET), and other industry stakeholders.

The March 2026 Commercial Performance Factsheet breaks down the financial health and efficiency of the Distribution Companies (DisCos) across the country.
Highlights:
Billing Efficiency: Stood at 83.89%, with total energy billed reaching ₦246.43bn out of ₦293.76bn energy received.
Collection Efficiency: Recorded at 79.59%, resulting in a total revenue collection of ₦196.13bn for the month.
Revenue Recovery Performance: The industry reached an overall Recovery Efficiency of 81.05%, up by 0.38% compared to the previous month.
Top Performers: Ikeja (99.30%), Eko (95.73%), and Benin (85.18%) DisCos stood out with the highest recovery efficiency levels for March.

The Nigerian Electricity Regulatory Commission (NERC) hosted a delegation from the Office of the National Security Adviser (ONSA) on a courtesy visit aimed at strengthening inter-agency collaboration and enhancing the security of infrastructure within the Nigerian Electricity Supply Industry (NESI).
Welcoming the delegation, NERC Chairman, Musiliu Oseni, commended ONSA for its critical role in safeguarding national power assets and emphasized the importance of sustained collaboration in addressing the rising cases of vandalism affecting electricity infrastructure across the country.

REAN Commends NERC on Mini Grid regulations, Net Billing Initiative
The Renewable Energy Association of Nigeria (REAN) paid a courtesy visit to the Nigerian Electricity Regulatory Commission (NERC) in Abuja on Thursday, 14th May 2026.
The REAN delegation was led by its President, Ayo Ademilua and was received by NERC Commissioner for Research and Data Analytics, Dr Fouad Animashaun.
The key highpoints from the meeting between REAN and NERC include:
- Policy Commendation: REAN commended NERC for the Mini-Grid Regulations 2026 and the draft net-billing framework, identifying them as crucial drivers for expanding renewable energy access in Nigeria.
- Increased Thresholds: A major highlight of the updated regulations is the increase of the mini-grid development threshold to 5 megawatts (MW) and above, which is expected to boost investment and allow for larger-scale projects.
