It is a naive declaration by Hec all the universities should be on the equivalent page, either all the universities should take online exams or all exams should be on campus. Hec should be competent to approve a solo declaration for all the learners.#StudentsWantOnlineExams

Private universities know most students will fail physical exams as online classes were a scam. Students will be forced to pay extra year's fee. Its a financial calculation by an education mafia that is never held accountable.
