The Crown Prosecution Service does indeed have to give approval for police to charge suspects in serious crimes.
But where is the evidence that when Keir Starmer was Director of Public Prosecutions the CPS wrongly refused such consents in rape and child grooming cases? There is none.
On the contrary Starmer was pro-active in focussing on this type of crime as @nazirafzal has correctly highlighted. There may well have been failures to address this issue elsewhere through reporting and investigation but that is not the role of the CPS.

@RawlingJohn How were local fans dressed? I went to a World Cup game between UAE and Saudi. All fans dressed identically in white robes, just different coloured scarves. They were very well behaved - only water for sale in the bars.
@RawlingJohn There can't be that many survivors! How was Saudi? I've worked a lot in Bahrain, which is a little more liberal, but never had the courage to cross the causeway.
@daws_marcus@DorchTownFC Stunning. Did the wind help? Not sure. But some of our football today was very slick. And although we sometimes looked vulnerable to a quick counter, we had enough chances to win the game. Their keeper made a couple of crucial saves to keep them in it.
