CAPT. NAJOMO RECEIVES SLAMEN EXECUTIVE COMMITTEE ON A COURTESY VISIT

Director-General Civil Aviation (DGCA), Capt. Chris Najomo, on Wednesday, 22nd July, 2026, received Executive Committee (Exco) of the Society of Licensed Aircraft Maintenance Engineers of Nigeria (SLAMEN), led by its President, Engr. Mubarak Haladu, on a courtesy visit to the Authority’s Corporate Headquarters in Abuja.

The visit provides an opportunity to strengthen collaboration between the NCAA and the SLAMEN on areas of mutual benefits, including a number of strategic issues that require urgent attention for sustainable growth of the aviation maintenance sub-sector, and the aviation industry in Nigeria at large.

Capt. Najomo urged SLAMEN to continue to support capacity development, knowledge sharing, mentorship, and the promotion of a strong safety culture among maintenance professionals.

A major highlight of the visit was presentation of plaque to the DGCA in recognition of his sterling leadership and contribution to the continued growth and development of the industry since assumption of office.

Apart from the SLAMEN Exco, prominent among those in attendance on the side of the NCAA were Director of Operations, Licensing & Training Standards, Capt. Donald Spiff; General Manager (Air Maintenance Organization Certification & Surveillance), Engr Suleiman Akwuh; Regional Manager, NCAA Abuja Office, Engr. Akinola Bello; and Technical Assistant to the DGCA, Engr. Ini Abasi-Udofia; among others.

SLAMEN is the umbrella professional body representing the interest of Licensed Aircraft Maintenance Engineers in Nigeria.

In the second quarter of 2026 (April, May, June), domestic operator, Max Air paid out ticket refunds to the tune of 182,099,018.88 naira, to nine hundred and fifty six passengers.

While this is appreciated and acknowledged, we look forward to quicker resolution of passenger refund claims in line with Part 19 of the NCAA Regulations 2023.

The NCAA remains committed to protecting the rights and responsibilities of passengers, operators, and all stakeholders.

NIGERIA INAUGURATES 7-MAN STEERING COMMITTEE FOR SUSTAINABLE AVIATION FUEL DEVELOPMENT

Nigeria, on Monday, July 20, 2026, at International Conference Centre in Abuja, launched Sustainable Aviation Fuel (SAF) programme to spearhead the decarbonisation of Nigeria’s aviation sector, thereby leading Africa’s Green Aviation Drive.

Against this background, Nigeria inaugurated the National High-Level SAF Steering Committee, presented the National SAF Feasibility Study, and launched the ICAO-supported SAF Business Implementation Study.

Inaugurating the seven-man steering committee at high-level event organised by the Nigeria Civil Aviation Authority (NCAA), in partnership with the International Civil Aviation Organization (ICAO), the European Union (EU), and the European Union Aviation Safety Agency (EASA), the Minister of Aviation and Aerospace Development, Mr Festus Keyamo (SAN), noted that the committee will function as a national governance platform, providing strategic direction, coordinating implementation efforts, fostering collaboration among stakeholders, and overseeing the delivery of Nigeria’s SAF Implementation Programme.

Mr Keyamo, represented by the Director, Air Transport Management in the Ministry, Mr Mohammed Ahmed Tijani, described the initiative as a landmark achievement in Nigeria’s efforts to build a resilient, competitive and environmentally sustainable aviation industry.

According to him, SAF presents Nigeria with a strategic opportunity to cut carbon emissions while attracting investment, creating jobs, strengthening energy security and unlocking value across the nation’s agriculture, energy and industrial sectors.

Keyamo, therefore, urged members of the committee to approach their assignment with dedication, innovation, and a shared sense of national purpose.

Also speaking, the Director-General Civil Aviation, Capt. Chris Najomo, described the occasion as a defining moment in Nigeria’s aviation sustainability journey, noting that the country was moving from planning to implementation.

He explained that the feasibility study, developed under ICAO’s Assistance, Capacity-building and Training for Sustainable Aviation Fuels (ACT-SAF) Programme with funding from the European Union and technical support from EASA, provides the evidence-based foundation for converting Nigeria’s abundant feedstock resources into commercially-viable SAF production.

The DGCA, therefore, restated NCAA’s commitment to coordinating stakeholders and driving implementation of the programme as the secretariat of the National High-Level Sustainable Aviation Fuel Steering Committee to drive the initiative forward in collaboration with all stakeholders.

Capt. Najomo expressed gratitude to Nigeria’s international partners, particularly the European Union, EASA, and the ICAO, for their continued support.

NCAA, NSIB TO ESTABLISH JOINT FAMILY ASSISTANCE WORKING GROUP

The Nigeria Civil Aviation Authority (NCAA) and the Nigerian Safety Investigation Bureau (NSIB) have expressed readiness to deepen collaboration, through the establishment of a Joint Family Assistance Working Group to drive implementation of a comprehensive Aviation Disaster Victims' Family Assistance Programme.

This was just as they agreed to constitute a dedicated task force that will clearly define institutional roles, responsibilities and coordination mechanisms.

This commitment was made when the NSIB Family Assistance team, led by the Director, Consumer Protection & Public Affairs, Mrs. Funke Adebayo-Arowojobe, paid a working visit to the NCAA Headquarters in Abuja recently.

The strategic visit was to review their respective responsibilities, harmonise operational procedures and align implementation strategies in accordance with international standards and recommended practices.

Welcoming the team, the Director, Consumer Protection & Public Affairs, Mr Michael Achimugu, described the engagement as another significant step towards institutionalising a seamless National Family Assistance Programme.

Mr Achimugu, however, expressed confidence that the meeting would provide the framework required to advance implementation of the programme.

Other areas discussed that require closer cooperation were harmonization of policies and regulatory frameworks, strengthening information-sharing protocols, expanding training and capacity-building initiatives, industry-wide stakeholders’ engagements, among others.

Responding on behalf of the Bureau, Mrs. Adebayo-Arowojobe, thanked the NCAA for hosting the meeting and acknowledged the Authority's continued support towards enhancing aviation safety in Nigeria.

ABSE 2026: NAJOMO ADVOCATES STRONG ECONOMIC REGULATION TO ENHANCE AIR CONNECTIVITY, FAIR COMPETITION

The Director General Civil Aviation (DGCA), Capt. Chris Najomo, has called for strong economic regulation to enhance air connectivity, seamless airline-airport integration, and sustainable growth in Nigeria's aviation industry.

Capt. Najomo stated this while delivering a presentation titled: "Regulatory Framework for Taming Natural Monopoly" at the 2026 Airport Business Summit & Expo (ABSE) holding between 14th and 16th July, 2026, themed: "Economics of Enhanced Air Connectivity: Airline and Integration."

Addressing aviation stakeholders at the three-day event in Lagos, the DGCA noted that, even though the aviation industry is characterized by natural monopolies, effective regulation will prevent abuse of market dominance, ensure fair competition, and protect the interests of airlines, investors, and the travelling public.

According to the DGCA, as effective regulation remains the cornerstone of a resilient aviation industry, NCAA will continue to strengthen her economic oversight through judicious application of the provisions of Civil Aviation Act 2022 and the Nigerian Civil Aviation Regulations (Nig. CARs) 2023 to ensure fairness, efficiency, accountability, and long-term growth across the sector.

These measures, Capt. Najomo underlined, are designed to foster a predictable investment environment, encourage healthy competition, improve service quality, protect consumer rights, and enhance the overall efficiency and competitiveness of Nigeria's aviation sector.

Capt. Najomo also identified enhanced collaboration among airlines, airports, regulators, and other industry stakeholders as fundamental to achieving improved air connectivity, strengthening airport-airline integration, and positioning Nigeria's aviation industry for sustainable growth.

NCAA, NIGERIAN ARMY SIGN MoU TO STRENGTHEN CANINE AVIATION SECURITY

The Nigeria Civil Aviation Authority (NCAA) and the Nigerian Army today, July 10, 2026, signed a Memorandum of Understanding to strengthen canine security operations and enhance aviation security across Nigeria's airports and critical aviation infrastructure.

The ceremony took place at the Headquarters of the Nigerian Army Corps of Military Police, Shehu Musa Yar'Adua Barracks, Asokoro, Abuja.

The MoU covers collaboration in the deployment, training, and development of canine units for aviation security, including Army qualification of canine trainers and operators, licensing by the NCAA, and training of NCAA inspectors.

Representing the DGCA Capt. Chris Najomo, the Director of Aviation Security, Dr. Ben Omogo, described canine operations as an indispensable part of modern aviation security given emerging threats, and thanked the Nigerian Army for its collaboration in the drive to uphold security in Nigeria's aviation sector.

Representing the Chief of Army Staff (COAS) Lieutenant General Waidi Shaibu, The Provost Marshal (Army) Major General MO Erebulu described canine units as a key force multiplier, noting that trained military dogs and handlers boost explosive detection, tracking, and search capabilities. He said the partnership reflects a shared commitment to safeguarding Nigeria's aviation sector through professionalism and global best practices, and commended the NCAA for its resilience in bringing the initiative to fruition.

Director of Corporate Services, Dr. Rebecca Eyiuche, described the MoU as a strategic milestone that would strengthen institutional collaboration, foster knowledge transfer, and ensure long-term sustainability in aviation security.

NCAA CONDUCTS 2026 ATSEP PROFICIENCY EXAMINATION FOR NAMA MAINTENANCE ENGINEERS

The Nigeria Civil Aviation Authority (NCAA) has conducted 2026 Aeronautical Telecommunication Safety Electronic Personnel (ATSEP) proficiency examination for Nigerian Airspace Management Agency (NAMA) Aeronautical Telecommunication Maintenance Engineers to ascertain their competency based on their Licence Ratings, in line with the Nigerian Civil Aviation Regulations (Nig. CARs) 2023.

The proficiency examination exercise, which was coordinated through the Directorate of Operations, Licensing & Training Standards (DOLTS), in collaboration with the Directorate of Aerodrome & Airspace Standards (DAAS), held across five (5) centres, comprising Lagos, Abuja, Port Harcourt, Kano Sokoto and Maiduguri between July 6 and 8, 2026.

The high-profile examination also serves as a base used by NAMA for the advancement (promotion) of the ATSEP Engineers.

CAPT. NAJOMO ATTENDS MAIDEN MEETING OF THE ECOWAS AIR TRANSPORT ECONOMIC OVERSIGHT COMMITTEE

The Director-General Civil Aviation, Nigeria, Capt. Chris Ona Najomo, joined other eminent dignitaries and international delegates at the maiden meeting of the ECOWAS Air Transport Economic Oversight Committee (ECATEOC) held between 2nd and 3rd July, 2026 in Lomé, Republic of Togo.

The ECATEOC is the principal regional mechanism responsible for enforcing the abolition of air transport taxes and reducing aviation charges across West Africa as well as ensuring regulatory harmonization to make regional air travel more affordable, more competitive, and more efficient.

It comprised Directors General of Civil Aviation Authorities, Directors of Air Transport of Aviation Ministries, and representatives of the ECOWAS Commission, the ECOWAS Court of Justice, the ECOWAS Parliament, the Internation Civil Aviation Organization (ICAO), the African Civil Aviation Commission (AfCAC), the International Air Transport Association (IATA), the African Airlines Association (AFRAA), and other partners.

Also in attendance was Nigeria’s representatives on the Oversight Committee and Director, Air Transport Management Department at the Federal Ministry of Aviation & Aerospace Development, Mr. Ahmed Tijjani Mohammed.

NCAA REAFFIRMS SUPPORT FOR CABIN CREW SAFETY INITIATIVES

The Nigeria Civil Aviation Authority (NCAA), today, June 30, 2026, reaffirmed its unwavering commitment to supporting cabin crew safety initiatives and ensuring passengers continue to get best travel experience through stronger collaboration with relevant industry stakeholders.

Director-General of Civil Aviation (DGCA), Capt. Chris Najomo, gave the assurance while receiving, on a courtesy visit to the Authority's headquarters in Abuja, officials of the NIGAV Centre, accompanied by the reigning King and Queen of the Air Nigeria 2026.

Chairman of the Centre and Chief Executive Officer of FCI Limited, Mr Fortune Idu, disclosed that the visit was aimed at deepening collaboration with the NCAA while unveiling the Cabin Club and the "Not On My Flight" campaign to promote aviation safety awareness, discourage unruly passenger behaviour and strengthen professionalism among cabin crew.

During the strategic meeting, the Queen of the Air Nigeria 2026, Blossom Ubani of Ibom Air, highlighted plans to leverage social media to educate passengers on aviation safety, while the King of the Air Nigeria 2026, Adebote Adeyemi of Aero Contractors advocated greater support for inclusive air travel for children with special needs through improved awareness and accessibility.

Capt. Najomo thanked them for the visit, and pledged the Authority's firm support for the initiatives, with both parties agreeing to deepen stakeholder collaboration and public safety awareness to strengthen Nigeria's aviation safety culture.

NCAA DIRECTOR, MICHAEL ACHIMUGU, CLINCHES AFRICAN BRANDS PERSONALITY AWARD

The Director, Public Affairs and Consumer Protection at the Nigeria Civil Aviation Authority (NCAA), Mr. Michael Achimugu, has clinched the 2026/2027 African Brands Personality Award in recognition of his outstanding contributions to consumer protection and passenger rights advocacy in Nigeria's aviation sector.

The award was presented by the African Brands team led by Mr. Godwin Enesi Chatta in his office in Abuja on 29th June, 2026.

Receiving the honour, Mr. Achimugu outlined the statutory mandate of his directorate, which focuses on resolving passengers' complaints, including flight delays, cancellations, baggage issues and ticket refunds.

In his brief stewardship, he noted that, under his leadership, the NCAA has recorded its highest-ever volume of ticket refunds, compensation, and regulatory compliance.

He disclosed that, in 2025 alone, the NCAA achieved a 65% case resolution rate, which marked a 10 percent improvement on the previous year's record, expressing staunch confidence that the Authority is on track to reach a 90% resolution rate before the end of 2026.

Mr. Achimugu dedicated the award to his children, his team, and the NCAA's leadership, while calling on air travellers to acquaint themselves with their rights as passengers.

NOTICE OF SANCTION:

The Nigeria Civil Aviation Authority has sanctioned Saudi Airlines to the tune of six million naira for consumer protection-related infractions.

Having supported the airline to avert violence at the Nnamdi Azikiwe International Airport a couple of months back, and allowing the grace of extended time to resolve several pending issues as well as determinations by the CAA, this sanction is necessary to ensure compliance with Part 19 of the NCAA Regulations 2023. It is also hoped that the airline will improve, exponentially, its Nigeria operations.

Paying passengers travelling to/fro Nigeria need to feel protected and respected by the carrier. The NCAA will continue to support Saudi, and every other airline, to operate at optimal capacity.

NCAA INAUGURATES SERVICE INNOVATION DIVISION TO DRIVE REGULATORY EXCELLENCE

The Nigeria Civil Aviation Authority (NCAA), at its Corporate Headquarters in Abuja, on Thursday, June 25, 2026, inaugurated its Service Innovation Division as part of efforts to institutionalise innovation, improve public service delivery and strengthen regulatory efficiency across Nigeria's aviation sector.

Speaking at the inauguration ceremony, the Director-General of Civil Aviation (DGCA), Capt. Chris Najomo, described the initiative as a reflection of Federal Government's commitment to building a more efficient, responsive and citizen-centred public service.

He noted that, as the nation's aviation regulator responsible for safety, security and economic oversight, the NCAA recognises that innovation is no longer optional but essential to meeting the demands of a rapidly evolving aviation industry.

In that regard, the Service Innovation Division will provide a dedicated platform for identifying innovative solutions, improving operational efficiency, simplifying internal processes and fostering a culture of continuous improvement within the Authority.

While congratulating members of the pioneer committee, he commended the Office of the Head of the Civil Service of the Federation for providing the leadership necessary to reposition the public service for greater effectiveness.

The DGCA assured the committee of NCAA management's full support, pledging to provide the enabling environment required for the successful implementation of its mandate as the Authority continues its drive towards becoming a more agile, innovative and performance-driven organisation.

The Director, Reform Coordination and Service Improvement, Mrs. Francisca Adediji, represented by Mr. Femi Ogedengbe, commended the NCAA for responding promptly to the Federal Government's directive requiring Ministries, Departments and Agencies (MDAs) to establish Service Innovation Units and Committees.

In her closing remarks, General Manager, SERVICOM at NCAA, Mrs. Faderera Bassey, expressed appreciation to the DGCA and the Authority's management for their unwavering support towards improving service delivery and strengthening innovation across the NCAA.
