It is disheartening to address that a person brutally killed a dog to death on the spot today near District Library, Dibrugarh. The person defending himself addressed that the dog was mentally ill and when he was asked about , he without any guilt and very proudly admitted that

Prevention of Cruelty to Animals Act . It is cognizable offence under section 428 and 429 of the Indian Panel Code. Sadly, such kind of sections are only admired in written but not actually followed or acted upon by legal authorities.

With due respect i would like to state that my nsp scholarship was declared defective because it didn't contained the stamp and sign of the allotted nodal officer. But it wasn't informed to us, when I checked my profile in the nsp portal I came to know. @himantabiswa

Tried really hard but maybe our working body is so corrupted and biased that it is difficult to achieve our own scholarship.

With humble regard I would like to address that though after filling up all the documents and completing all the procedure due to the fault of the nodal officer (the missing of the nodal officer's stamp and signature my nsp scholarship form was rejected.
