Weird! There was no "Pakistan region" in 1920. It was all British India. Pakistan laid claim to the region of the Indus sites that were first found, but since then almost double the number of Indus sites have been found in modern India, including the oldest site and the largest site.
Hence, this was clearly and Indian phenomenon with the places in Pakistan being a fringe development.

A part of Indus is in Pakistan, but it is an Indian river. Modern India is the upper riparian, which is why we have a Treaty in the first place.

The site and the legacy belongs to all Hindus everywhere, in India, in Pakistan, in Bangladesh and Nepal and Sri Lanka, in Guyana and Fiji, in the US and the UK.

Just like you would argue that Mecca and Medina belong to all Muslims.
