You don’t need to be literate in many languages to be literate. Literacy means you can read and write (usually in your own or any language).

1. They can't understand hindhi.
So... only chefs can review restaurants, only authors can review books, only musicians can review albums, and only athletes can comment on sports. You don't need to direct a movie to recognize weak writing, poor pacing, bad editing, or an unconvincing performance. The same applies vice versa, when a film is praised, I don't see these actors questioning the credibility of the reviewers.
A movie is made for an audience, not just for filmmakers. Reviewers don't need to know how to light a scene or perform a role to explain why a film did or didn't work for them. Technical expertise can certainly make a review deeper, but it isn't a prerequisite for having a valid opinion. And let's not pretend every actor is formally trained in every aspect of filmmaking. Many never attended film school or even know the technical aspects. They learned on the job, just as many critics developed their understanding by watching, studying, analyzing, and writing about films.
Some actors talk as if filmmaking is comparable to brain surgery or aerospace engineering. It's an art form created to be experienced, interpreted, discussed, praised, and criticized by the people it's made for: The Audience.
