Maybe its just me but the human mind is fascinating. Imagine giving USD50 every week at church because offerings start at USD50 meanwhile you stay in Chitungwiza or Budiriro and during the week you ask combi drivers to seat pa kadoma so that you save money to give to the prophet the following Sunday. I really fail to understand this logic help me understand this guys.
The mother of this child, Florence Maridzo Chikwenengwe, sent me this video yesterday, but I only saw it at around 3 a.m. this morning as I was going through my social media messages.
Her car was clamped by a City of Harare parking attendant because she could not pay the US$1 parking fee in cash and wanted to pay using EcoCash. As this ordeal unfolded, her child was gasping for breath inside the car.
After reading her message, I responded by sending her my phone number, and she called me this morning to explain exactly what had happened.
She told me that she parked her car at around 3:50 p.m. yesterday in Harare. The parking fee was US$1, but like most Zimbabweans, she did not have cash and asked to pay using EcoCash, which is the standard method of payment for many people in Zimbabwe. According to her, the parking attendant refused to accept EcoCash, he wanted real cash.
She explained to the parking attendant that she had a child in the car who urgently needed medication to be administered through a nebuliser. According to her, the parking attendant replied, โThatโs none of my business,โ and walked away.
She ended up looking for the clamp fee of US$35 so that she could rush her child to a hospital.
She rushed to Parktown Hospital, where her childโs condition had deteriorated into a medical emergency. She did not have the US$600 required for treatment, but fortunately, a Good Samaritan stepped in, paid the full amount and asked to remain anonymous.
She also told me that officials from the City of Harare visited her today and offered to reimburse the US$35 she had been forced to pay to have the clamp removed while her child was in distress.
Mr Mayor @JMafume, this is simply unacceptable.
The Mayor of Harare, Jacob Mafume, and his spokesman, Stan Gama, have issued a statement saying they will address this matter.
However, I want to publicly say to both gentlemen that addressing this individual case by offering to pay the US$35 clamp fee without dealing with the broader culture of untrained and unprofessional Harare City Council parking attendants is simply not anywhere near enough.
How can any sane person clamp a vehicle carrying a child who is visibly on oxygen and in urgent need of medical care? How can anyone with even the slightest degree of common sense make such a decision?
Harareโs parking attendants have, for years, developed a reputation for being rude, unprofessional, predatory and, in many cases, poorly trained. No properly trained official exercising sound judgement would behave in this manner.
To the Mayor and his spokesman, I urge you not only to ensure that this childโs medical bills are fully covered as a gesture of accountability, but also to urgently reform and retrain your parking enforcement personnel.
This pattern of behaviour has been reported repeatedly over the years and has become a scourge on the residents of Harare. It is mercenary in nature and has no place in a civilised society, let alone a countryโs capital city.
I know both the Mayor and his spokesman personally, and I believe they will do the right thing for this child and her mother. But doing the right thing also means protecting every Harare resident by putting an end to this culture of abuse.
Do not wait for this family to sue the City of Harare. Be proactive. Be humane. Tell Harare residents what concrete disciplinary and training measures you will implement to ensure that no family, especially one dealing with a medical emergency, is ever subjected to such inhumane treatment again.
