The same sovereignty argument he applies to the Amazon and to Brazil's relationships with the United States and China, he applies to what is in those classified UFO files. Brazil's contact belongs to Brazil. If the United States doesn’t get in front of high level statements and endorsements like these, they’ll find themselves behind the rest of the world on UFO disclosure. Because ultimately, they don’t have a monopoly on UFOs.
