One would think the government would assume that when the school year started they would need to allocate resources to 811 again... To bad there was no legislature to bring up the concern and hold their re-opening plan to account.

Gov. should be incentivizing people to call 811 if they’re uncertain—not forcing them to miss a week’s work.
