“Can a President by executive order, change how we interpret and apply a constitutional Amendment, despite its SCOTUS precedent?”
No matter how you feel about this specific case, the answer is obviously “no”
The Executive branch does not, and should not have any subjective authority over the constitution.

The far-right loves to paint us as some Soros-funded commie sleeper cell grifter group whose grand plan is to secretly trick a bunch of people into buying t-shirts and stickers. They say we don't represent the gun community and have no power, while simultaneously accusing us of having some secret long-term strategy that involves disarming conservatives.
This is apparently our goal even though we've been advocating for equal and universal gun rights since our inception, and actively encouraging people of all beliefs to get into gun ownership — which would probably not be the best idea if the plan was to take half of them away at some point.
Trust me, the longer you try to understand it, the harder it gets.
The truth is, people don't like what they don't understand, and people don't understand what they don't take the time to learn.
Pair all of this with folks parroting a narrative based off of strawman arguments and bad-faith assumptions and you get a continuous loop of ignorance that is responsible for the whole mess that we find ourselves in as a society.
If someone or something seems like a boogie man that fits perfectly into your world view about them, you're most likely missing some critical information.
Seek knowledge. Ask questions. Don't let people who profit off of infighting tell you what to believe.
