If you or someone you know in Laguna Beach or other parts of OC has a home in a high or very high fire hazard zone, there’s a new state program that could help.
AB 888 (the California Safe Homes grant program) prioritizes funding for low-income homeowners to replace roofs with fire-safe materials and create a 5-foot noncombustible Zone 0 around the house. These upgrades can make a real difference in wildfire protection and may also help with insurance.
Many properties in Laguna Beach (especially ZIP 92651) and nearby cities already fall within qualifying zones on the current maps.Applications aren’t open yet, but the program is up and running under the California Department of Insurance.

New condo mortgage rules from Fannie Mae and Freddie Mac took effect this week and may lead to longer approvals or more denials for buyers. As of August 3, 2026, the limited (or streamlined) review process—previously used for up to about 40% of loans—has been retired in favor of full project reviews for most buildings.
Lenders must now examine association finances, reserves, delinquencies, insurance, and more in greater detail. A separate change, effective January 4, 2027, raises the minimum reserve allocation from 10% to 15% of annual assessment income.
These updates, overseen by the FHFA and rooted in efforts to strengthen financial and structural oversight after events like the 2021 Surfside collapse, aim to reduce risks.
For buyers, the result can be delayed closings if HOA paperwork is incomplete, or denials if a building fails eligibility—potentially limiting future resale options if the project loses warrantability.
Owners may face higher dues to meet the new reserve levels, adding to existing cost pressures that have already contributed to a rise in HOA-related foreclosures.
If you are buying, selling, or refinancing a condo, request the association’s budget, reserve study, and insurance details early.
