Actually, it’s illegal in most jurisdictions and still considered litter. The same way you’re required to pick up dog waste on a trail, even though it’s "natural" - you have to throw out biodegradable food waste too.

Nobody wants to see a trail of discarded food every time they go into nature. Beyond being an eyesore, it’s dangerous for wildlife and people. Tossing scraps habituates animals to human food and lures them toward high-traffic trails, which usually leads to them being hit by cars or euthanized. If you pack it in, pack it out. You’re not saving the forest or helping the forest by leaving your waste around like a lazy ignorant human. Compost your waste at home.
