Even if it is indeed difficult to research Japanese stuff due to the lack of reference/preservation materials, the word is right there "promotional". That rare art was most probably found in clear files, regular trad cards, magazine covers, 資料設定 or regular artbooks..
In terms of concept execution, just that second episode of that LS Mark cartoon accomplished way more than TADC.
And it was way more entertaining than the whole series.
