Nigeria is the most populous nation in Africa, and almost twice the size of the next most populous nation (Egypt). Add that to the fact that Nigerians are also the most visible, then you are dealing with a function of “rate” as opposed to “ratio.”
Because even when you find the ratio of stupid people to smart people to be lower in Nigeria when compared to other nations, the rate at which you'd come across a stupid Nigerian remains higher, given the population.
