ICAN USA CONFERENCE: SEGHOSIME CHALLENGES ACCOUNTANTS TO LEAD IN AN AGE OF TRANSFORMATION

The 62nd President and Chairman of Council of the Institute of Chartered Accountants of Nigeria (ICAN), Hajia Queensley Sofuratu Seghosime, mni, MSc, FCA, has challenged Chartered Accountants to embrace innovation, strengthen trust and play a leading role in shaping the future of the global economy.

Hajia Seghosime gave the charge while delivering the keynote address at the 13th ICAN USA International Accountants Conference, held from 28 July to 2 August 2026 under the theme, “Accounting in the Age of Transformation: Building Trust, Driving Innovation, and Shaping a Global Future.”

She emphasised that rapid developments in artificial intelligence, digital transformation, sustainability and emerging technologies are redefining the accounting profession, stressing that accountants must remain at the forefront by combining technological competence with ethics, integrity and sound professional judgement.

The ICAN President also highlighted the Institute’s commitment to preparing members for the evolving global landscape through professional development, specialist certifications, strategic partnerships and emerging areas including artificial intelligence, sustainability reporting, cybersecurity, forensic investigation and digital transformation.

She further urged accountants to move beyond merely adapting to change and become architects of the future, noting that trust remains one of the profession’s most valuable contributions to economies and institutions.

The conference brought together Past Presidents of ICAN, Council Members and other distinguished stakeholders, including the Executive Secretary, Financial Reporting Council, Dr Rabiu Olowo, ACA; Chairman, Lagos State Internal Revenue Service, Dr Ayodele Subair, FCA; and the Chairman, ICAN USA District, Mr Adewole Babatunde Gbade, FCA, alongside members of his executive team.

The conference provided a platform for thought leadership, professional engagement and meaningful conversations on the future of accounting and the role of Chartered Accountants in a rapidly transforming global economy.

*ICAN PRESIDENT FLAGS OFF CONSTRUCTION OF LEARNING CENTRE IN AUCHI*

The 62nd President and Chairman of Council of the Institute of Chartered Accountants of Nigeria (ICAN), Hajia Queensley Sofuratu Seghosime, mni, MSc, FCA, has flagged off the construction of the ICAN Learning Centre in Auchi, Edo State, as part of the Institute’s efforts to expand access to accounting education, professional development and skills acquisition.

The foundation laying ceremony, held on Friday, 14 August 2026, marked the commencement of the project, which is designed to provide a conducive environment for learning, professional examinations and practical skills development for young people and other members of the community.

The proposed centre will provide an early pathway into accounting for secondary school students, exposing them to basic accounting knowledge and practical skills such as bookkeeping. It will also support candidates preparing for professional examinations, including the Accounting Technicians Scheme West Africa (ATSWA) examinations.

Beyond learning, the multi purpose facility is expected to serve as a hub for professional examinations, skills acquisition and other educational activities, bringing ICAN’s programmes and opportunities closer to the people of Auchi and surrounding communities.

The ceremony was attended by members of the ICAN Presidency, Council members, traditional rulers, invited guests and other stakeholders.

Among the traditional rulers present were His Royal Highness, Alhaji Aliru H. Momoh, Ikelebe III, and His Royal Highness, Alhaji Aliyu Kevin Danesi, Oba Idanesi III, Aidonogie of South Ibie Kingdom while the Guest of Honour, Mr. Peter Dunia, was represented by Engr. Franklyn Owegie.

The technical presentation of the proposed facility was delivered by Engr. Ezolome Mohammed, who provided an overview of the building and its planned capacity to support the centre’s educational and professional activities.

The project reflects ICAN’s commitment to investing in the next generation by creating opportunities for young Nigerians to gain relevant knowledge, professional exposure and practical skills.

With the foundation now laid, construction of the ICAN Learning Centre in Auchi has commenced, bringing the Institute’s vision of expanding access to accounting education and professional development closer to reality.

GOVERNOR SULE: TINUBU’S ECONOMIC REFORMS BOOST NASARAWA’S MONTHLY ALLOCATION FROM ₦4.5BN TO ₦16BN

Governor Abdullahi Alhaji Sule of Nasarawa State has commended President Bola Ahmed Tinubu for the bold economic reforms of his administration, saying the removal of fuel subsidy and other reforms have significantly increased the state’s monthly allocation from the Federation Account from about ₦4.5 billion to approximately ₦16 billion.

Governor Sule stated this in Lafia, the state's capital, when he received members of the Renewed Hope Ambassadors National Media Tour, led by the Special Adviser to the President on Information and Strategy, Mr. Bayo Onanuga.

The team, comprising Presidential media aides and over 50 senior journalists are on a nationwide inspection tour of federal and state governments' projects across the North-Central states.

According to Governor Sule, the increase in federal allocations has created more fiscal space for Nasarawa State to execute landmark projects and respond more effectively to the developmental needs of its citizens.

"For us in Nasarawa State, we are very transparent. I came from the private sector, so, every contract I give, I announce the amount that we are spending on that contract, so that people can now see the difference with the kind of money we are receiving.

"I can tell you for free, you are right when you say that the first four years of my administration, everybody knows Nigeria was sharing anything between maybe ₦590 billion to about ₦620 billion monthly," he said.

The governor also explained that prior to the reforms, the state was receiving about ₦3.8 to ₦4.5 billion monthly from the Federation Account, a situation which constrained the capacity of the government to undertake major capital projects.

Governor Sule noted that while the removal of fuel subsidy and other economic reforms initiated by President Tinubu created initial difficulties, President Tinubu demonstrated political courage by taking responsibility for the difficult decisions in the overall interest of the country.

He emphasized the importance of effective communication in helping citizens understand the rationale behind government's policies, particularly reforms that may initially appear difficult, but are designed to strengthen the economy and improve the capacity of governments to deliver public services.

He said the President “took the bullet” on behalf of the states and local governments, thereby creating greater fiscal capacity for the three tiers of government to deliver dividends of democracy to Nigerians.

“Today, we are beginning to see the benefits because the resources available to us have increased tremendously,” he said.

The governor stated that the additional resources had enabled his administration to embark on several landmark projects in different parts of Nasarawa State, including road infrastructure, industrialization, development of education, healthcare, and water supply among others.

Governor Sule also commended the Renewed Hope Ambassadors National Media Team for undertaking the tour, describing it as an opportunity to showcase the impact of government's policies and projects beyond official narratives.

He said the visit would enable Nigerians to see first-hand the projects being executed by both the Federal and Nasarawa State Governments and assess the extent to which the Renewed Hope Agenda is translating into development at the grassroots.

He expressed optimism that the continued implementation of the Federal Government’s economic reforms would further strengthen the fiscal position of states and enable them to undertake more transformative projects.

The Renewed Hope Ambassadors National Media Team, during its tour of Nasarawa State, on Saturday inspected the completed multi-billion naira state secretariat housing state Ministries of Education, Housing and Urban Development, Health, Justice as well as the 1-Megawatt capacity solar farm powering the Secretariat along Shendam Road.

The team also inspected the completed 16 km Makurdi bypass in Lafia connecting Nasarawa and Benue States, the Wing Commander Abdullahi Ibrahim Vocational and Skills Acquisition Centre, the multi-million naira Shinge Waterstorm Channel, as well as the completed Kilema Bridge along Lafia-Doma road.

Onanuga commended the exceptional courage of President Tinubu by removing the fuel subsidy and implementing critical economic reforms that successive administrations had acknowledged as necessary but repeatedly postponed.

"Actually, when President Tinubu came in 2023, he initiated some audacious reforms that ought to have been introduced some decades ago. But the country kept postponing them until he came, and from Day One uttered that famous phrase "subsidy is gone."

"Thereafter, he followed it up with the floating of the naira and ended the multiplicity of Naira exchange rates to dollar. That immediately created inflation, people complaining of hardship and all kinds of things. The first year was very difficult. But later, things got better.

"I must thank His Excellency, Governor Sule for supporting the President at that moment. I think he was the one who came out on television, I watched him that day when he said that what the President has done is something that should be commended and that the President actually took the bullet for the sub-nationals for coming out with the reforms that they did.

"So, what the President did was to free up resources that the state governors have been longing for to develop their states," Onanuga said.

Also speaking at the inspection site of Makurdi bypass, Senior Special Assistant to the President on Media and Public Enlightenment, Mr AbulAziz AbdulAziz, said the quantum of work and infrastructure development witnessed across Benue and Nasarawa states, indicates that the Renewed Hope Agenda is working."

The Federal Government has noted recent public commentary alleging that approximately two percent of GDP amounting to over ₦8 trillion was spent outside the approved budget based on references to the IMF Representative in Nigeria and the Fund's 2026 Article IV Consultation Report. These claims are incorrect and risk misleading the public regarding the government's financial management.

For the avoidance of doubt, the Federal Government does not operate a "shadow budget" or expend public funds outside the constitutional and statutory framework established for public finance.

Under Sections 80 - 83 and 162 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), public funds may only be withdrawn and expended in accordance with the Constitution and laws enacted by the National Assembly. Accordingly, Federal Government expenditure is incurred pursuant to duly enacted Appropriation Acts, Supplementary Appropriation Acts, and other statutory authorities enacted by the National Assembly. In addition, multi-year capital projects which necessarily span multiple budgets are implemented in accordance with extant laws and approved provisions for capital rollovers where applicable. These are recognised features of public financial management and should not be misconstrued as expenditures outside the budget.

It is inaccurate to suggest that trillions of naira have been secretly spent outside legislative approval. Such allegations should have identified the specific projects purportedly executed without appropriation or legal authority and present credible evidence in support of the claim. To be meaningful, assertions of this magnitude must be supported by verifiable facts rather than conjecture.

For the purpose of public education, it is important to distinguish between appropriation, expenditure authorisation, financing, and fiscal reporting.

Nigeria's public finance framework contains several statutory transfers, first-line charges and intervention mechanisms established by Acts of the National Assembly. These include, among others:

- Statutory allocations and contributions to development commissions and other agencies created by law.

- Cost of collection and cost of administration retained by designated revenue-collecting agencies as expressly provided under relevant legislation.

- Capital expenditure approved in separate budgets for some agencies and the Federal Capital Territory by the National Assembly.

- Special interventions approved by law to address national priorities such as security, infrastructure, disaster response, and other strategic national programmes or emergencies.

- Debt service obligations and other statutory transfers that are authorised under applicable legislation.

These expenditures are neither secret nor illegal. They are established by law, disclosed in various fiscal reports, and subject to applicable oversight, audit and accountability mechanisms. Their treatment for reporting purposes may differ from their presentation in the annual Appropriation Act, particularly under international statistical and reporting standards adopted by the Federal Government. Such classification differences should not be misrepresented as evidence of unlawful expenditure.

It is equally incorrect to suggest that the reported amount represents an increase in budget deficit. A fiscal deficit is determined by the relationship between total government revenues and total government expenditures. Whether a capital project is financed through annual appropriations, supplementary appropriations, statutory transfers, approved intervention mechanisms, or other lawful financing arrangements does not, by itself, increase the fiscal deficit.

Indeed, the IMF's observation relates primarily to the comprehensiveness, timing and presentation of fiscal reporting rather than the legality of expenditure. Like many countries, Nigeria continues to strengthen the alignment between budget presentation and international fiscal reporting standards as part of ongoing public financial management reforms. As a matter of fact, His Excellency, President Bola Ahmed Tinubu, GCFR had himself formally requested the National Assembly to end the practice of running multiple and overlapping budgets, and rather harmonise into a single, cohesive framework during his presentation of the 2026 Appropriation Bill to a joint session of the National Assembly on December 19, 2025.

The Federal Government remains firmly committed to prudent fiscal management, transparency and accountability. Recent reforms have significantly strengthened public financial management with ongoing improvements in budget assumptions and credibility, transparent revenue administration, digitalisation of government financial processes, and stronger treasury management. These reforms have been acknowledged by the IMF itself and other multilateral institutions, as well as international credit rating agencies, major media organisations and investors.

Public debate is both welcome and essential in a democratic society. However, it should be based on facts and an accurate understanding of Nigeria's constitutional and fiscal framework. Mischaracterising technical observations as evidence of unlawful expenditure neither advances informed public discourse nor strengthens democratic accountability.

The Federal Government will continue to uphold the rule of law, maintain transparency in the management of public resources, and work with the National Assembly, oversight institutions, development partners and the Nigerian people to further strengthen fiscal governance in line with international best practices.

Following the grant of Frontier Exploration Status to Ogun State by the Federal Government through the Federal Ministry of Petroleum Resources, active oil exploration activities are now underway on Eba Island.

Significant progress has already been recorded, with the successful completion of the Environmental Impact Assessment (EIA), as well as the Bathymetric, Topographical and Geotechnical Surveys. We have also secured all the necessary statutory approvals from the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and the Federal Ministry of Environment.
