It required proof that another country was responsible, a request to the government of that country. The other country had to accept responsibility. The UK made 45,000 return requests, only 7300 were completed. That's 16%

In the whole time the agreement was in place we returned a net total of 400. That's < 0.1%. an average of 31 returns/33,000 entries
