The base value proposition of blockchains is decentralization. But governance in a decentralized system is hard. Change things too fast, they may break. Change them too slowly, you risk ossification and reduced pertinence.

How about having an NFT certificate attesting that the current owner has paid royalties? Traders would not be artificially forced to pay royalties by the marketplace but would do so to adhere to a social contract.
