@Pirat_Nation I'll go one better. Negative income tax. Everyone pays 25% but gets a rebate equal to 25% of median income. Eg if median income is 64k Everyone gets 16k rebate. Problem solved.

WRT negative effects: landlords will always maximise their income regardless. LVT simply taxes them for doing so. They benefit from the roads and the military, so they should pay for it.
@CalDesertSun@SamuelFByers Planning permission is a superior equivalent to Euclidean zoning. It dictates the maximum productivity of the land, which then dictates its saleable/taxable value.
Infrastructure costs should include local military spending: main purpose of the military is protecting Homeland
@CalDesertSun@SamuelFByers The value of the land is determined by what planning permission it has, and what government infrastructure it is linked to. A land value tax will thereby pay for the infrastructure, which gives the land value to begin with.
