In the International Monetary Fund (IMF's) paper on Integrated Policy Framework, Principles for the Use of Foreign Exchange Intervention, I quote; "Adequate international reserve buffers are especially important in the current environment. A healthy reserve position can help an economy recover more quickly from an unexpected shock, and so boosts overall confidence. In addition, reserves can be used to limit the impact of short-term exchange-rate volatility, which can be key in countries with shallow financial markets and less-well anchored inflation expectations.
This presents a policy narrative that foreign exchange interventions should be guided by clear principles and not just pumping into the forex market, particularly in economies with shallow financial markets and weak inflation anchoring conditions that apply to Ghana.
However, the Bank of Ghana’s USD 1.4 billion intervention in the first quarter of 2025 exposes critical weaknesses when assessed against the IMF’s stance. Such large-scale interventions often provide temporary relief but fail to address structural without complementary reforms.
Ghana’s Gross International Reserves at $10.6 billion (4.7 months of import cover) in May 2025 are below the IMF’s recommended 6-month benchmark for commodity dependent economies, and an insignificant 2.46 tonne increase in gold holdings between January to June 2025 is negligible compared to the $4 billion revenue from GoldBod from February to May 2025.
This suggests weak domestic retention of gold for reserve purposes, while Ghana needs to triple our current gold reserves from the 32.99 tonnage to anything not less than 100 tonnes to ensure a stable and much deeper anchor for the domestic currency for greater long-term stability.
Without adequate reserves, forex stability involving such interventions only provides short-term exchange rate stability but fail to address structural reforms needed to ensure a sustained long run foreign exchange stability.
