This has been under the radar, no hype. I'm doubtful there was any BD deal here - likely they didn't even talk to the EF.
Major companies just build on Ethereum and we find out about it later - like the internet, no one asks for permission or needs to be convinced.

BhutanNDI is a private SSI system for verifiable credentials on-chain for anything citizen related 🇧🇹
hard to say without outcome based budgeting because impact is important weight factor, a category with 10% of budget already (zk research?) might still be underfunded compared to performance and timeline impacts
- improving treasury sustainability and capital growth, recruiting more DAT / ETF pledges to give back to core development for funding expansion to promote acceleration
- operational efficiency and process review to continuously improve EIP consensus and dev timelines, remove bottlenecks; such as the time & resources of pandaOps team to validate different paths before inclusion decisions
- lack of portal network / peer data network functional to reduce reliance on RPC’s being pushed to collect surveillance as government policy becomes more invasive (eg EU chat control)
- zk app standards to allow the L1 to become the home for assets and issuance again with the computational speed up of L2s transacting via zk portals (network effect and interop increase)
- actually implement the interop suggestions already discussed by Vitalik and others to make Ethereum feel like one network and improve UX; for example chain specific id
- light client mobile app should be beta release already in year 2025 with proofs approaching blocktime, easy UX to verify chain / personal transactions
- base layer privacy r&d for account state
- canary network with clients permissionlessly experimenting on future EIPs with real data feedback to reduce period of theoretical debates and arrive at data faster, devnets seem to require a lot of coordination overhead
- social outreach heavily focused on introducing young college students (particularly STEM / design) to Ethereum; important future builder demographic and most malleable to adopting new technology
- committing six second slots into production now that the research and data validates feasibility instead of delaying
- automating client switching to reduce supermajority concerns forever and to dynamically mitigate bugs specific to clients; key switching with old key slashable during transition — could also improve uptime robustness during future updates and reduce risk of fork causing chain issues
- increase contract size while researching any further shared bytecode optimizations to be enshrined at base layer to reduce contract state size (study found code overlap across contracts was ~90%) and implement stale state standards / costs for non active / not used state so that it is pruned earlier to offset growth increase
- enshrine one based L2 into the L1 as a hotspot overload for L1 execution congestion; gives core devs first hand experience with the construction and can meet highest safety standards
