The NIH's own lawyer said the words were viewpoint-based discrimination and told staff to drop them.

The Justice Department, defending the agency, asked three times for a single example of the filter hiding a comment that was pro animal testing. Nobody could find one.

The D.C. Circuit held that these filters are unconstitutional.
