Nick Bostrom’s OGI model offers a pragmatic governance framework for AGI: publicly traded companies open to global investment, overseen by host states that ensure legal stability and security. The core idea is to rely on existing capitalism and corporate law mechanisms rather than fragile, bespoke structures.
The AGI firms would feature tiered share classes, enabling broad participation while maintaining strategic control. Host governments would commit to no nationalization, protect against expropriation, and oversee safety, all while providing tax or regulatory incentives to accelerate development.
The key advantage? Geopolitical rivals become stakeholders, reducing incentives for reckless competition or hostile actions. This is more inclusive than nationalized projects, which exclude 95% of the global population, and more feasible.
Challenges remain, such as access inequalities and dual-use risks (For instance military applications), which may require restrictions. But for economic actors, OGI provides a concrete path, grounded in proven mechanisms.

Resilience Through Governance: Strategic Adaptability in a Cybernetic World for Global Governance.

My chapter explores the concept of cybernetic governance at both state and inter-state levels, focusing on its theoretical foundations, historical emergence, and contemporary implementations. By examining models such as smart cities, algorithmic regulation, “government as a platform,” and global coordination mechanisms in areas such as Internet governance and climate policy, the chapter highlights how feedback loops, data-driven decision-making, and real-time responsiveness are reshaping governance practices. It investigates the central role of information as a vector of power and the transformative impact of technologies such as artificial intelligence. Key challenges including surveillance, bias, democratic accountability, and geopolitical asymmetrie are examined through comparative insights across different governance systems. This chapter uses a conceptual, multidisciplinary approach to analyze how cybernetic governance enhances adaptability and resilience at both state and global levels. This synthesis aims to foster critical reflection and interdisciplinary collaboration among scholars, policymakers, and technologists in shaping the future of adaptive and ethical governance.
