While S1 Dragunov clearly carried players too much with all the bs he had, i am not mad Dragunov won ewc 3 times. There's few things deserving to be toned down such as b42 and 12, but overall it's one of those character that can truly shine only on the hands of very capable Tekken players overall, and he become top tier only at the highest level of the game. While pigeon roll at wall allows for decent 50/50, he can't play the whole match like that, while other characters like Lidia, Anna, Eddy, Fakh, Yoshican force you to do. Watching a match with a good Dragunov on the monitor is one of the few time you can actually enjoy in a good way a Tekken 8 match as a legacy player. The main reason 121 is so strong is because it's a crazy good offensive move on a character that has one of the best sidestep in the game. The weakness is that, while having the strongest 10fr ch tool in the game, the character doesn't have good standing punishers. However, due to the offensive nature of the game, this weakness doesn't count too much. If the game meta will shift a bit toward a better defensive system, 121 might become weaker despite not even being touched.
