We keep talking about the challenge of predictability in tax policy in Kenya with every Finance Act throwing in all manner of changes.

IMF's latest report now captures it very well!

Here's how many times EAC economies have made administrative & policy changes to their tax regime between 1988 & 2022:

· Kenya 594 times
· Uganda 453 times
· Tanzania 431 times
· DR Congo 131 times
· Rwanda 129 times

Every year, Kenya makes about 18 changes on average in its tax regime...every year! Uganda comes next at 13 changes annually. Rwanda is the least erratic, with 4 changes annually.

This is why the National Tax Policy (for which we have seen two drafts so far) is really long overdue
