Can Africa govern AI systems it doesn’t own?
Many organisations across the continent rely on AI tools, platforms, and infrastructure developed elsewhere.
Governance is not just about how technology is used. It is about who controls it, sets the rules, and benefits from it.
As AI becomes increasingly embedded in public services, business operations, and decision-making processes, conversations about governance must also include conversations about ownership, infrastructure, and power.
The biggest mistake in AI policy development is believing that having a policy means being prepared.
Across the world, and increasingly across Africa, there is growing pressure to publish AI strategies, frameworks, and national policies.
But a policy document is not governance.
The challenge is whether they can be put into practice.
