It was introduced as a celebration which JP still view it as such so they take what they get but SOME western players see it as their right.

Pretty much all gacha games had pity or “sparks” before Genshin did. I wouldn’t say genshin had much of an impact on pity apart it from people’s first experience with how gachas work.
