@EconTalker Traffic congestion is an externality of new developmentand change of use. Traffic impact analysis (TIA) studies identify new trip generations and plans mitigating measures. TIAs need to be monitored and enforced, to limit the externality caused by developers.
@judgeglock@EconTalker HOT is implemented on existing lanes and capacity also. New trip generation and new development are a function of traffic capacity, land developers benefit, not just drivers.

@_melissahartman@SEIU521 Even if the County's statements are correct, as a resident, I do wish the County was more sympathetic or understanding in their messaging. We need to trust the County can negotiate effectively with their staff to ensure our service needs are met.
@_melissahartman@SEIU521 Thanks, read the article; I had a job app in with the county this past two months. The solicitation had 2 or 3 time extensions. In the end, they eventually waived examination procedures, because they had so few eligible candidates, so I'm a bit skeptical of the county's claims.
