every production agent is built on three different layers:

prompt engineering (defines the intent)

input -> instructions -> structure -> valid request

if the model misunderstands the task, improve the prompt

workflow engineering (defines the execution)

state -> decision -> branch -> next state

if the agent loses consistency halfway through a run, improve the workflow

runtime engineering (defines the execution environment)

tools -> permissions -> sandbox -> approval

if the agent creates unsafe side effects, improve the runtime

the model doesn't control the system

it only suggests the next action

the infrastructure decides what is allowed to happen
