Let's assume Publix wants to continue opening new stores in Forsyth County, which they probably do as evidenced by many recent Publix stores planned, under construction or openings in Forsyth in the past few years.

-$16.42 PSF impact fee x 55,000 SF Publix = $903,100
-$2.45 PSF impact fee x 55,000 SF Publix = $134,750

Who do you anticipate will be absorbing the difference? The developer, Publix, or the consumer?

Now replace Publix with any retailer. Higher development costs -> higher rents -> higher consumer prices.
