Not only did the vote count go down, it makes no sense. It is somewhat normal for re-election counts to fall a bit like 2012 fell just over two million, but 2020 climbed ten times that amount and 2016 was not a re-election. It is outside of statistical probability.
Nothing changes the fact that somehow those folk who voted "D" somehow filter down so the ratio of D/R keeps increases as a function of time, when all of LA is reached by USPS in 2 days or less. A letter does NOT know what is inside of it. Unless that letter is a California ballot.

They are supposed to remove you if they see a USPS National Address Change Notice, but they do not. See answer 3. They will keep sending you ballots under current law until they receive a RETURN TO SENDER back, and even then, it is usually ignored.
