New release: Gaming Status Bench v0.1.3

A small but important update focused on cleaner diagnostics and safer solver behavior for Windows gaming/latency tuning.

What’s new:
- CPU topology checks for visible logical processors
- SMT / Hyper-Threading visibility detection
- Safer CPU solver logic for `numproc` / `CPU SET 16` / `CPU RESTORE`
- Better handling for high-thread Ryzen systems where `numproc 16` may be intentional
- USB power-saving registry fallback checks when WMI is unavailable
- Improved `USB POWER SAVE OFF` behavior for strict input-latency profiles
- JSON cleanup: `FixSteps` and `FixCommands` now always output as arrays

No installer. No EXE wrapper. Just PowerShell scripts in a ZIP, with SHA256 checksum.
