When you say companies should allocate fair share of jobs to locals because they’re getting land, roads, etc, you are in turn forcing them to hire locals irrespective of whether they’re trained or not.
If locals are trained, they’ll obviously make the cut. At the end of the day, companies only need qualified workers. If they’re available locally, they’ll obviously would obviously get first preference. That said, companies won’t be ready to train locals from the scratch. It’s all with the Governments to empower locals with sufficient skills. That didn’t happen with BRS government and is not happening now as well.

I don’t think Telangana locals are neither being ignored nor are watching at opportunities like outsiders. You may be referring to folks from your own party, I don’t know.
Training is definitely required, and is the responsibility of Governments. But once you start demanding companies to employ a % of locals, you’ll start to see a decline in investments. Trained locals automatically make the cut, but you cannot force companies with a mandatory % of local employment.
Many states discussed about local reservations in private jobs and eventually dropped the idea.
