Before the Modi government came to power, in Central Armed Police Forces, promotee officers such as Assistant Commandants would retire at the rank of IG. After our government came, under Prime Minister Modi’s leadership, for the first time, they have been promoted to the rank of Additional Director General... This has happened under the Modi government. Congress should have asked during its time why such officers in CAPFs could not become ADG and had to retire as IG. You come from a region where the first rays of the sun bring energy and positivity to the entire nation. Your personality too has always reflected that same energy—be it your communication, your cultural expression, or your public life. That is why CAPF personnel, both jawans and officers, have always held you in high regard.

However, some of your arguments regarding the CAPF Bill do not align with the facts.

1. Comparison with DSP—
CAPF officers are directly recruited through UPSC into Group-A services, whereas in most states, DSP is a Group-B level entry. This comparison itself is factually flawed.

2. On the ADG point—
It was stated that this is the first time an ADG has been appointed, whereas as early as 2009, Shri Dey from the CRPF cadre was already appointed as ADG during the Congress government.

3. Most importantly—
Neither the Supreme Court of India directed that CAPF officers be made DG, nor did CAPF officers ever demand such a change.
There were no directions regarding ADG, Special DG, or DG.

Which means—
no necessity, no demand… yet the Bill was introduced.

In fact, there was no need to bring such a Bill at all. The issue could have been addressed through a simple administrative order, which would have upheld the justice granted by the Supreme Court to CAPF officers, while also preserving their self-respect. At the same time, it would have reflected the government’s sensitivity towards its soldiers and those who lay down their lives for the nation.

Sir, this was a matter that required facts, dialogue, and sensitivity—yet all three appear to be missing.

Had there been dialogue, the truth would have emerged.
Had there been coordination, a solution could have been found.
Had there been sensitivity, the dignity of CAPF personnel would not have been hurt.

It is possible that you too were given incomplete or incorrect information—just as it is possible that similar incorrect inputs may have reached respected @narendramodi ji.

But the outcome is clear—
the dignity of those who have dedicated their lives to the nation has been hurt.

I sincerely request you—
please engage directly with CAPF officers once.
The facts will become clear.

Truth, dialogue, and sensitivity—these alone can lead to a just resolution.

आज लोक सभा में CAPF (सामान्य प्रशासन) Bill, 2026 पर हुई चर्चा में भाग लेते हुए CAPF के जवानो, अधिकारीयों की पीड़ा को सदन में रखा | CAPF जवानों के लिए ओल्ड पेंशन स्कीम बहाल करने, पे कमिशन में CAPF की मूल सेवा के अफसरों को सदस्य बनाने ,BSF,CRPF,ITBP, SSB,CISF का कोई जवान वीरगति को प्राप्त होता है तो उसे शहीद का दर्जा देने ,CPC कैंटीन में GST की छूट देने ,CAPF कार्मिकों और उनके परिजनों को मेडिकल सुविधा , सरकारी आवास, CAPF schools, खेल कूद सुविधा ,शहीदों के बच्चों के लिए हॉस्टल, स्कूल, सेवाओं में आरक्षण आदि मुद्दों को उठाया |
माननीय सुप्रीम कोर्ट द्वारा दिए गए निर्णय के खिलाफ यह बिल केंद्र सरकार लेकर आई है जिसका पुरजोर विरोध आज सदन में मैंने किया | मैंने सदन में कहा कि यह बिल यह CAPF General Administration Bill नहीं है। यह CAPF General Frustration Bill है क्योंकि यह कान��न प्रशासन से नहीं, भाजपा सरकार की झुंझलाहट से पैदा हुआ है और अब BJP का अहंकार वह कानून लिख रहा है जिसे सरकार न्याय और नैतिकता की अदालत में कभी भुना नहीं पाएगी । मैंने इस बिल का विरोध केवल इसलिए नहीं किया कि यह एक खराब कानून है, बल्कि इसलिए ��ि यह एक खतरनाक सोच का कानून है। यह तय करेगा कि इस देश की वर्दी में सम्मान किसका होगा - जो जमीन पर खड़ा है, या जो ऊपर से बैठा है। राजस्थान के किसानों ने, हर परिश्रमी समाज ने उस व्यवस्था को चुनौती दी,उन्होंने कहा - जो खेत जोतता है, हक उसी का होगा।आज मैं उसी इतिहास को इस सदन में फिर से खड़ा देख रहा हूँ।बस फर्क इतना है - आज खेत की जगह देश की सीमाएं है, देश के जंगल है, हल की जगह हथियार है, और किसान की जगह CAPF का ज��ान है।आज भी वही दृश्य है।एक तरफ़ जो पसीना भी दे रहा है, जो खून भी दे रहा है, जो इस गणराज्य की सबसे कठिन चौकियों पर खड़ा है; और दूसरी तरफ - एक व्यवस्था है जो ऊपर बैठकर यह तय कर रही है कि नेतृत्व कौन करेगा। यह Bill क्या कहता है? यह Bill कहता है – जो आदमी उस बल में पला नहीं, जो उस मिट्टी में नहीं रहा, जो उस जंगल की धड़��न नहीं जानता, जो उस जवान के साथ नहीं चला - वही ऊपर से आकर कमांड करेगा । तो फिर यह क्या है? यह प्रशासनिक सुधार नहीं है। मै कहूँगा यह आधुनिक सामंतवाद है।
राजस्थान की ग्रामीण अर्थव्यवस्था और हमारा स्वाभिमान दो ही स्तंभों पर टिके हैं - एक भाई खेत में हल चलाता है, दूसरा वर्दी पहनता है। मैंने सदन में नागौर के कमांडेंट जीवन राम कसवाँ, हेमराज शर्मा और पंचू राम,झुंझुनू के बजरंग लाल मीणा और राजेश कपूरिया,��रतपुर के महेंद्र सिंह गुर्जर और सीकर के लोकेंद्र सिंह शेखावत की शहादत को याद करते हुए कहा कि ये सिर्फ नाम नहीं हैं। ये राजस्थान का सार्वजनिक विश्वास हैं। ये हमें याद दिलाते हैं कि राजस्थान ने इस देश को सिर्फ जवान नहीं दिए - उसने हर समाज से बेटे दिए। जाट भी, गुर्जर भी, मीणा भी, ब्राह्मण भी, राजपूत भी, हर घर से, हर गाँव से, हर समाज से। और इन���ें एक बात समान थी - ये वहाँ गए थे जहाँ राज्य कमजोर पड़ गया था, वहाँ राज्य को फिर से खड़ा करने। मैंने सरकार से पूछा की क्या इनके परिवार नहीं थे? क्या इनके सपने नहीं थे ? लेकिन जब राष्ट्र ने पुकारा - इन्होंने अपना आज दिया, अपना कल दिया, और अंत में अपने प्राण भी दे दिए। यही बलिदान है। यही राष्ट्रवाद है। और किसान के बेटों-बेटियों को आपका यह व्यापारी राष्ट्रवाद समझाने की कोशिश मत कीजिए। मैंने अपने वक्त��्य में सरकार से प्रश्न पूछते हुए कहा किआप राम मंदिर की बात करते हैं। आप कश्मीर की बात करते हैं। आप धारा 370 की बात करते हैं। आप चुनाव की बात करते हैं,ठीक है - तो मैं पूछता हूँ - इनकी कीमत किसने चुकाई? जब अयोध्या में आतंकवादी हमला हुआ, रामलला की रक्षा किसने करी ? CRPF ने,जब कश्मीर में पत्थर बरसाए गए – CRPF खड़ी थी। जब 370 के बाद सड़कों को संभालना था - सारे CAPF खड़े थे। जब ऑपरेशन सिंदूर में पाकिस्तान पर बम बरसाने थे, खतरा झेलना था, BSF खड़ी थी। जब चुनाव कराने होते हैं - सारे CAPF खड़े होते है। जब नक्सलवाद खत्म करना होता है - सारे CAPF खड़े होते है। तो फिर यह कैसी विडंबना है? जब काम करना हो - CAPF चाहिए। जब खून देना हो - CAPF चाहिए। जब पत्थर खाना हो - CAPF चाहिए। लेकिन जब बात नेतृत्व की आए - तो CAPF नहीं चाहिए ? इतिहास गवाह रहा है - जब-जब किसान और जवान के सम्मान की बात आई है, राष्ट्रीय लोकतांत्रिक पार्टी ने सड़क से लेकर संसद तक संघर्ष किया है। हमने यह लड़ाई सत्ता के लिए नहीं लड़ी - हमने यह लड़ाई किसानों और जवानों के सम्मान के लिए लड़ी है। मैंने सदन में कहा कि राजस्थान की मिट्टी आपको याद दिलाती है - हमने सामंतवाद इसलिए नहीं हटाया था कि आप उसे नई वर्दी में वापस ले आएँ।

और इस बलिदान के बदले मिला क्या?
15 साल से अधिक की निष्ठापूर्ण सेवा के बावजूद - प्रमोशन नहीं, अपनी ही फोर्स को लीड करने का अधिकार नहीं। क्योंकि सभी शीर्ष पद IPS अफसरों के लिए आरक्षित हैं।

यह सिर्फ एक अफसर की पीड़ा नहीं - यह लाखों CAPF जवानों के साथ हो रहा संस्थागत अन्याय है।

ये जवान सीमाओं पर तैनात रहते हैं, आतंक और नक्सलवाद से लोहा लेते हैं, लोकतंत्र के उत्सव चुनावों को सुरक्षित बनाते हैं। लेकिन जब इनके अधि���ार और सम्मान की बात आती है, तो व्यवस्था मुँह फेर लेती है।

खुद CAPF के जवान इस भेदभाव के विरुद्ध हैं। सुप्रीम कोर्ट तक ने इस व्यवस्था पर सवाल उठाए हैं। फिर भी, वर्तमान सरकार इसी अन्याय को कानूनी रूप से स्थायी बनाने पर आमादा है।

यह विधेयक केवल एक करियर रोकने का प्रयास नहीं - यह उन लोगों का मनोबल तोड़ने की कोशिश है जो देश की पहली रक्षा पंक्ति हैं। और जब उनका मनोबल टूटता है, तो राष्ट्रीय सुरक्षा की नींव हिलती है।

हम CAPF के जवानों का सम्मान सिर्फ शब्दों में नहीं, नीतियों में करते हैं। कांग्रेस का साफ वादा है - हमारी सरकार आते ही यह भेदभावपूर्ण कानून समाप्त होगा। क्योंकि जो देश के लिए लड़ता है, उसे नेतृत्व का अधिकार मिलना ही चाहिए।

I have written to the Honourable PM Thiru Narendra Modi expressing strong opposition to the CAPF Amendment Bill. Instead of addressing long-standing cadre stagnation, it entrenches deputation, sidelines experienced officers, and weakens command structures.

This risks morale, operational efficiency, and even politicisation of forces meant to remain apolitical. Our CAPFs deserve fair career progression, institutional respect, and leadership rooted in ground experience, not systemic exclusion.

This is not reform, it is a slow institutional erosion. I have asked the government for a meaningful consultation with the CAPF officers to ensure a comprehensive legislation.

Shelling & massive firing was started by BSF on 15 Oct 2013 in response to Killing & Injury of Civilian in Akhnoor & it continued for months. #BSF never said that "White FLAG" raised to Pak. It is blatant JHUTH & disrespectful to #BSF.
