The extreme conclusions of the BEAR I report in 1956 played a major role in the broad acceptance of such concepts as the Linear Non-Threshold (LNT) dose response, ALARA, the precautionary principle, and the doubling-dose concept. Edward J. Calabrese and I recently analyzed the transcripts of the BEAR I Panelβs meetings and related correspondence and concluded that its extreme conclusions were based much more on fiction than on fact.
