The last year was a rough year. We raised concerns. We showed the problems. And then the GAO validated everything. I am optimistic that this new PPA will provide the proper oversight and accountability that is so deeply needed.

Supporting Tours Across Years (STAY) Act
While the Pentagon has asked the services to review reducing PCS’s by 50% by 2030, this act will require a comprehensive review of the PCS frequency.
The bill requires:
- Analyze PCS and sea–shore rotation costs and the potential savings of reducing move frequency;
- Assess the impacts of frequent PCS moves on retention, spouse employment, and children’s education;
- Identify billets and duty stations where longer tours would be feasible without harming readiness or career progression;
- Recommend any legislative or policy changes needed to pilot or implement longer tour lengths.

Because 2025 is the year.
Currently only applies to Army (as the FRAGO and communication has been Army), but we will assume that it will soon apply across the board in some fashion.
Army Soldiers who cannot transition out of the Army due to separation orders not being issued due to the government shut down will be put in stop loss and extended 45 days under needs of the Army.
As of this time, the only FY26 orders that are being allowed to be issued and proceed are those tied to accessions and recruiting.
As we have more information we will share it.

The Highlights:
- The DP3 Tender of Service program will continue for at least 3 years
- Modernize DP3 systems into government-controlled software solutions
- Complete market study by research economists of commercial moving and storage rates
- The JTF will remain until NLT 31 Aug 26 or until a permanent follow-on organization is created
- Services, Transcom and related offices will immediately implement any guidance and execute any taskings issued by JTF relative to the DP3 program
- NLT 15 December 25, JTF will provide a more detailed assessment of the options for a follow-on organization to the JTF

Want to know the impact of the sudden Army Stop Move Order? It’s not pretty. Families are scrambling with added financial stress that could be alleviated by just letting their in-progress move continue.
@SecWar - this is the situation the Army Stop Move order is putting families in. Many have shipped their HHGs, cleared housing and being told to stay longer in lodging they cannot afford without their paycheck next week. Let them move.
@SecWar - Army issues stop movement order that is impacting service families who have already had their HHGs picked up and have already cleared housing. It wasn’t until they went to sign out of installation that they were told they couldn’t leave. They are now scrambling.
@SecWar Families have had their HHGs picked up, and have cleared housing only to be told when doing their final out from post that they cannot continue due to the Army’s stop movement order. What are these families with no HHGs and no housing suppose to do?
@GAO Released their report for GHC today. It fully validates everything we shared, pushed back on and what families experienced. @SecWar there needs to be actionable accountability taken for these failures.
