[ACHUB PENRHOS / SAVE PENRHOS NATURE RESERVE 🍃💚🍃 @PenrhosSave]

I was asked for an explanation on the Penrhos Planning.

What It All Means, Simply Explained.

THE ORIGINAL PERMISSION, 2016

Back in April 2016, the council gave the go-ahead in principle for what could be built at Penrhos. Think of this like buying a house but only agreeing the price, we knew roughly what was planned, but many details were left for later.

This was called a "hybrid permission", it said yes to the idea of a leisure village, but left the finer details to be worked out and agreed later.

WHAT ARE "RESERVED MATTERS"?

"Reserved Matters" are simply the details held back for later approval:

Layout, where things go.

Scale, how big/tall buildings are.

Appearance, what they look like.

Access, how people get around.

Landscaping, trees, paths, green spaces.

The golden rule: Reserved Matters must match what was originally agreed. They can add detail, but they cannot legally change the whole plan into something different. If the changes are big and significant, the developer should have to start a brand new planning application from scratch.

THE PROBLEM, "SIGNIFICANT CHANGES"

What matters is: the details now being proposed are different in important ways from what was agreed back in 2016. That's the concern, and legally, we’re right to question it.

It's not supposed to be a way to rewrite the plan years later. If the differences are large, it shouldn't just be waved through, it really ought to be a fresh application so we can all see and comment on the full picture.

🏛️ THE LISTED BUILDING CONSENT, LBC/2026/27

This is a separate but linked application. It asks for permission to repair and work on our historic listed buildings, the Bailiffs Tower, Cartshed, Water Tower, Penrhos House remains and so on.

Here's why they should be considered TOGETHER:

The LBC works are described as "enabling works", meaning they're done to allow the main development to happen.

It makes no sense to approve the "enabling" works if we don't yet know what the final development will actually look like.

If the main development details have changed significantly, we can't properly judge whether these repairs are actually justified or appropriate

Piecemeal planning = deciding bits in isolation so you never see the full picture. That's what we're asking the council not to do.

HOW THE COUNCIL SHOULD DECIDE.

The Council must look at both applications together, or at least hold off deciding the LBC one until we have the full RM picture.

The Reserved Matters must match the 2016 permission, no major changes without a fresh application.

The LBC needs the full context, you can't assess whether repairs harm our heritage without knowing what comes afterwards.

The public has the right to be heard on both, and to point out when things don't line up.

In a nutshell:

✅ 2016 = the "yes in principle"

⏳ Reserved Matters = the details, they must match the original vision, not rewrite it

🏛️ LBC/2026/27 = working on historic buildings, we can't properly judge this alone.

They belong together to decide one without the other, and nobody sees the full picture.

Hope that's clear enough for everyone. 💪🌳💪🌳💪🌳💪🌳💪🌳💪🌳💪

Which is under threat from destruction! We’ve been battling for over 15 yrs to prevent the destruction of Penrhos ! They want to build a 500 chalet holiday village with a huge 1015 space car park a tropical
Swimming pool , shops and restaurants…etc !
Please help us object the plans!
We want a community buyout to preserve and protect Penrhos for all in perpetuity.

Please support our fight to #SavePenrhos a place for all !
How anyone could think 500 chalets a tropical swimming pool restaurant and shops and parking for over 1000 cars would enhance Penrhos ! People visit Penrhos from near and far for nature, they don’t want it destroyed for a minority to profit from the destruction of a beautiful unique place, which has so much to offer !Our aim as a community is to raise the funds to purchase Penrhos for the community the wildlife and all who visit ! @DaleVince @PamAyres @DeborahMeaden @HamzaYassin3 please support our fight !

📋 MY FULL OBJECTION — by (Hilary Paterson jones )
you can adapt or use this but make it your own:
Subject: Objection — LBC/2026/27 — Must be considered alongside RM/2026/2

To The Planning Officers,
Sion Hughes.

I am writing to formally register my objection to application LBC/2026/27 — Restoration and repair works to Bailiffs Tower, Agricultural Buildings, Cartshed, Building M and adjacent structures, Penrhos House remains, Water Tower and Betting Stand, Parc Arfordirol Penrhos Coastal Park.

My primary concern is that this application must not be determined in isolation. It is inextricably linked to the Reserved Matters application RM/2026/2, and the two must be considered together as a comprehensive scheme.
Why these applications are interconnected:

1. Shared location and setting, Both applications cover the same historic parkland and built heritage. The works proposed in LBC/2026/27 are not independent; they sit directly within the footprint and impact zone of the development described in RM/2026/2.

2. Works described facilitate the wider development. The application states the works are being carried out "to facilitate works" at the coastal park. This confirms they are preparatory or enabling works for the larger development. It is therefore essential to know exactly what that wider development entails before deciding whether these specific heritage works are appropriate.

3. Heritage impact cannot be assessed in fragments — The effect on the significance of these listed buildings cannot be fully understood without seeing the complete picture: new access routes, changes to setting, increased visitor numbers, ground disturbance, landscaping changes, and construction impacts, all matters within RM/2026/2. Approving LBC/2026/27 first removes our ability to properly assess the cumulative effect on our heritage.

4. Avoiding piecemeal planning. Determining this application separately sets a dangerous precedent where important considerations can be overlooked or fragmented. Good planning practice requires that interdependent proposals are considered together so their combined effects can be properly evaluated.
I therefore request that:

• LBC/2026/27 is not
determined until RM/2026/2 is also ready for decision

• Both applications are assessed together so their interrelationship and combined impacts can be fully understood

• CADW is fully consulted and their response published before any decision is made

These buildings are precious to Holyhead and to all who value our history. Please don't rush this in pieces, let's see the whole picture before any decisions are made.

Yours sincerely,

📣IMPORTANT📣
PLEASE OBJECT: LBC/2026/27 Penrhos Coastal Park.
Friends, we need your voice again! 💚
A new Listed Building Consent application — LBC/2026/27 — has been submitted for works to historic structures across Penrhos Coastal Park. While it sounds like just repairs, we believe this application should NOT be considered or approved on its own.

❌ Why we're asking you to object:

🔹 They are deeply connected,
The works proposed here directly affect the same land and buildings covered by the major Reserved Matters application RM/2026/2. You cannot properly judge one without knowing exactly what the other permits.

🔹 Separate decisions = piecemeal planning. If this is passed now in isolation, vital decisions about our historic buildings will be made before we know the full picture of what the larger development will actually look like, where access will go, and what land will be disturbed. This is exactly how important things get missed.

🔹 Our heritage deserves full consideration, These aren't just buildings; they're Bailiffs Tower, Penrhos House remains, the Water Tower, Betting Stand and more. They stand together as part of our story. Their future should be decided together, not in separate pieces.

🔹 Cumulative impact must be assessed, The true effect on these precious historic buildings can only be properly understood when we see the whole picture, the full development plan alongside these proposed works.

As the seasons change at Penrhos the natural world carries on as usual, unaware that man wants to destroy what has always been their habitat, for a few to profit 💰💸at the expense of all the flora and fauna and the local community and those who visit to enjoy nature
A tourist holiday village should never have been proposed at a nature reserve ! and if you oppose it please object to the plans ! @DaleVince @ProtectTheWild_
