There is a sci-fi story I once read about a human ambassador in an alien society. The aliens use Sortitions (random appointments) to manage their affairs, the human asks how can their society function like this? and the answer is that the average alien is just so competent he can manage practically anything.
It's notable that the ancient Athenians also relied on sortition as the primary method of appointing officials.
