CHINA AND PANAMA have made friends again. But the deal was made behind closed doors, so no one knows the details.

Story so far: After pressure from Donald Trump, Panama ousted a Hong Kong conglomerate from its job as the main terminal operators at the Panama Canal, shocking the global shipping industry. Hong Kong-owned Panama Ports Company is seeking US$2 billion in compensation.

China became more stringent in safety checks and raised the number of Panama-flagged vessels detained at its ports. Almost 500 were detained this year.

Worried shippers changed alliance, with 264 cargo ships removing their Panama flags in June alone, Lloyd’s List reported. This was a huge blow to the small country.

But the Panama leadership visited Beijing on July 16-17 and struck a deal.

Things appear to have returned to normal. In the first three weeks of July, China detained just 17 Panama ships, Lloyd’s List reported. This figure is close to the rate in the past, when an average of 21 ships were halted after failing inspections.

Panama is breathing a sigh of relief.

China is keeping quiet about what it gets out of the deal.

And Washington, which created the problem? It’s left in the dark.

Ceuta é dentro a Schengen?

Ceuta è territorio spagnolo e formalmente rientra nell'area Schengen, ma con un regime speciale unico in Europa.

In pratica: i controlli Schengen si effettuano in uscita, via mare o aria — le uniche due vie disponibili — quindi nessuno può andare da Ceuta alla Spagna peninsulare senza essere identificato dalla Polizia Nacional al porto o all'aeroporto, e vettori marittimi e aerei devono verificare i documenti. Questo regime esiste dall'adesione della Spagna a Schengen nel 1991, previsto dalla Dichiarazione su Ceuta e Melilla allegata all'Accordo di adesione e oggi confermato dall'articolo 41 del Codice frontiere Schengen. Ceuta e Melilla restano inoltre fuori dall'unione doganale e dal regime IVA comunitario.

Il risultato è un doppio filtro: la frontiera con il Marocco e poi il controllo Schengen all'imbarco per la penisola. La Commissione europea ha ribadito che la frontiera di Ceuta è anche frontiera esterna dell'UE e che l'ingresso nelle città autonome non dà automaticamente accesso all'Europa continentale.

In a Beijing studio promoting Christopher Nolan’s The Odyssey, a young Chinese woman named Zhong Shu leans forward and asks the question Western interviewers have carefully avoided:

“We live in an age that demands apologies from greatness… Is it still a story of apology that demands repentance, reflection, and self-criticism?”

She is a doctoral student, political philosophy lecturer, and podcaster whose discussions of classical thought attract hundreds of thousands of young Chinese listeners. She has studied Greek and Latin since high school and reads Homer as a living study of power, ambition, and human greatness.

Nolan answers with the caution of a filmmaker who understands his audience. In today’s democratic and egalitarian culture, he says, greatness requires an apology or audiences will reject it. The hero must appear sympathetic. Hubris must carry consequences. Exceptional men must submit to the moral expectations of ordinary society.

His answer is revealing, and inadequate.

As Western universities reduce their classics programs and increasingly approach Plato and Thucydides through the language of elitism and imperialism, China is translating, debating, and institutionalizing them. In November 2024, a Cambridge classicist arrived in Beijing expecting a conventional academic conference. He found diplomats, scholars, and officials gathered in a vast convention center. A letter from Xi Jinping presented ancient Greece and China as the great civilizational centers of Eurasia. A Chinese School of Classical Studies was announced in Athens.

China is studying the Western inheritance that the West increasingly treats with suspicion. Its scholars want to understand how earlier civilizations thought about authority, excellence, social order, and the stories that held societies together. Some Chinese readers approach Plato’s Republic and its Noble Lie as political observations rather than moral scandals. People differ in judgment and ability. Large societies depend upon shared beliefs. Hierarchy can support order when it joins authority with responsibility and merit.

Western political thought, shaped by Enlightenment suspicion of authority and modern egalitarianism, often recoils from these ideas. Confucian thought offers Chinese scholars a different starting point, one grounded in social roles, harmony, education, and merit-based hierarchy.

Zhong Shu stands between these traditions. Her Chinese background allows her to examine greatness without treating it as a moral confession. Her classical education gives her access to Western texts that many Western institutions are abandoning. That combination gives her the confidence to ask a direct question: Why must the West apologize for the excellence it once admired?

Nolan answers from within the culture she is questioning. Hollywood audiences have been shaped by democratic instincts, post-imperial guilt, and suspicion toward heroic authority. The exceptional figure must repent, suffer, or be morally reduced before the audience will accept him. Nolan understands this demand, but he accepts it as unavoidable. He can describe the pressure to apologize for greatness, yet he cannot imagine storytelling beyond it.

That is the deeper irony. Homer celebrated greatness with all its ambition, violence, pride, and consequence. Plato examined hierarchy with a clarity that modern readers often find uncomfortable. The West once taught these works as foundations of its civilization. Now a Chinese scholar, armed with those same texts, must ask one of the West’s greatest living filmmakers why apology has become the price of portraying greatness.

She can ask because China still wants to understand power. He struggles to answer because the West has learned to fear its own inheritance.

Ce matin, je partageais la réponse de Pedro Sánchez aux attaques du gouvernement italien contre l’Espagne après la crise de Ceuta.
Beaucoup auraient pu croire à une simple passe d’armes politique.
Mais Pedro Sánchez ne s’est pas arrêté à une déclaration publique. Il vient d’adresser une lettre officielle aux institutions européennes.
Au-delà du débat entre Madrid et Rome, je trouve intéressant de voir un chef de gouvernement répondre à des accusations non par des slogans ou des outrances, mais en s’appuyant sur le droit européen, les faits et les données de Frontex.

En voici un extrait :
« En moins de 48 heures, le gouvernement espagnol a entièrement repris le contrôle de la frontière. Il a apporté une importante assistance humanitaire et a procédé au rapatriement de la quasi-totalité des migrants entrés irrégulièrement.
La réaction des gouvernements européens a été très contrastée. La plupart nous ont exprimé leur soutien et leur solidarité, en proposant leur aide.
D’autres, en revanche, ont choisi d’attaquer l’Espagne et de demander son exclusion temporaire de l’espace Schengen.
Une telle attitude, fondée sur des préjugés, des fausses informations, l’ignorance ou des intérêts politiques, est non seulement contraire au droit européen, au droit humanitaire et au principe de solidarité qui unit nos États.
Elle est également contraire aux intérêts à long terme de l’Europe et au plus élémentaire bon sens. Ceuta ne fait pas partie de l’espace Schengen ; il n’y a pratiquement plus de migrants en situation irrégulière qui n’aient pas été rapatriés ; et, selon Frontex, l’Espagne est l’une des frontières extérieures les moins perméables de l’Union européenne, avec un nombre d’entrées irrégulières deux fois inférieur à celui enregistré, par exemple, en Italie ces dernières années. »

Au fond, ce qui me frappe le plus n’est pas le désaccord politique. C’est qu’à une époque où l’on gouverne souvent à coups de petites phrases, il est encore possible de répondre en invoquant les traités, les faits et les institutions. L’Europe ne peut fonctionner durablement que sur cette exigence.
