🇿🇦If you think the documenting of foreigners through the Refugee Reception Offices is bad, wait until you see this.
On May 29, 2026, the Minister of Employment and Labour, Nomakhosazana Meth, gazetted amendments to the Employment Services laws through the Employment Services Bill, 2025. The amendments include the following:
1. Amendment of Definitions (Section 1D & J)
(1). Amending (changing) the Definition of "Foreign National", to explicitly exclude refugees and asylum seekers.
(2). Equal Status for Refugees: because refugees and asylum seekers are removed from the legal definition of "foreign nationals," they will receive the same employment protections and treatment as South African citizens and permanent residents. Which means they now have the same rights as South Africans, this means they can be preferred in jobs over citizens, they can vote as well, they qualify for grants and NSFAS, they get free healthcare and education, they can apply for Road Accident Fund (RAF), and they have a say in the making of laws of this country. The current application process in which foreigners are applying for asylum and refugee status is meant to legalise them and give them voting powers and give them all the benefits of citizens.
2. Sectoral Work Quotas (Section 12B)
(1). The minister has the power to set limits in the number of foreigners which can be employed, remember foreigners no longer include refugees and asylum seekers. A foreigner is defined as someone who is seeking work in South Africa and holds a temporary visa or work permit under the immigration Act.
(2). The limit set by the minister will not apply to small businesses, defined as businesses employing less than 10 employees, this means, foreigners, refugees, and asylum seekers can be employed and work in small businesses. All three will compete with South Africans for small business jobs.
So, these amendments and the Constitutional Court's recent ruling on the refugee and asylum seekers applications are actually a legal framework for the replacement of South Africans in the job market and at the voting polls. They are also meant to exclude South Africans from accessing education, healthcare, grants, NSFAS, RAF, and just about any other benefit, by flooding the country with refugee and asylum seekers who will soon out-number South Africans, where there will be more refugees and asylum seekers replacing South Africans everywhere, including voting (for the GNU — DA / ANC) to keep them in power.
