Thai Military Forces Set Up Barbed Wire in Ou Beichoan Commune on 12-13 August: Defence Spokesperson
(Phnom Penh): Lieutenant General Maly Socheata, Spokesperson for Cambodian Ministry of National Defence, reported that on 12-13 August 2025, Thai paramilitary forces and Thai border forces inspected the area in front of the Chouk Chey checkpoint. They set up barbed wired and placed tire in Chouk Chey village, Ou Beichoan commune, Ou Chrov district, Banteay Meanchey province in Military Region 5.
According to the spokesperson, Cambodia demands that the Thai side immediately and unconditionally hold all actions that violate ceasefire and the spirit and consensus reached at the GBC extraordinary meeting, particularly Point 2 and Point 4.

Ceasefire signed. Yet the Thai army commander still openly expresses his interest in “reclaiming” a Cambodian temple (one that has never belonged to Thailand in the first place). Two days later, a Thai soldier “accidentally” steps on a landmine. Suddenly, the same commander uses this “incident” as justification to ramp up military readiness and threaten to break the ceasefire.

Foreign Ministry spokesperson Chum Sounry stated that Foreign Minister Prak Sokhonn had sent letters to the UN Secretary-General and the President of the Security Council, warning them of risks to the ceasefire between Cambodia and Thailand due to Thai activities.

At 11 a.m. this morning, Thai armed forces, accompanied by heavy machinery such as excavators, entered An Ses area and other locations within Cambodian sovereign territory, and even laid barbed wire, despite strong objections from our forces. It is also worth noting that Cambodia recently arranged a visit by foreign military attachés to those locations on July 30, 2025, clearly demonstrating that these areas are part of Cambodian sovereign territory.
This act constitutes a flagrant violation of the ceasefire and poses a grave threat to peace and security along the border between the two countries, as well as to the wider region. Cambodia calls on the international community — particularly partner countries that have worked tirelessly to help achieve this hard-won ceasefire and wish to see it fully and effectively implemented — to demand that Thailand immediately stop its aggressive actions and strictly respect international law, especially Cambodia’s sovereignty and territorial integrity.
Capturing our soldiers after the ceasefire agreement is already breaking the agreement, and tonight, moving more troops to the borders, then advising civilians to leave, then planning to launch an attack before the GBC meeting.
