The problem this has highlighted is the complex border between health and social care needs, with two radically different funding systems. The fact that it takes 187 pages to define the border is telling.
Any change to social care funding is not going to be easy.

The issue truly is a lack of mental health beds - no matter how NHSE try to dress it up. Without investing in more inpatient capacity, these “Mental Health A&Es” will become holding facilities for people who really need an admission. A kind of corridor care home treatment team.
