The council is saddened to hear of the passing of Cllr Paul Van Looy over the weekend. Cllr Van Looy served as a Cllr in Southend for 9 years, first elected in May 2011. As a mark of respect, council flags at the Civic Centre have been lowered to half-mast. (1/2)
