Recessions did begin under all four:
• Reagan: 1981–82 (the Volcker recession to crush inherited double-digit inflation).
• GHW Bush: 1990–91 (S&L crisis + oil shock from the Gulf War).
• GW Bush: 2001 (dot-com bust + 9/11) and the 2007–09 Great Recession (housing/financial crisis).
• Trump: the short, sharp 2020 COVID collapse. 
Clinton, Obama, and (so far) Biden did not have recessions start on their watch. Obama inherited the tail end of the Great Recession. That pattern is real and often cited. It is also not the same as “they crashed the economy.”
Presidents inherit conditions, share power with the Fed and Congress, and get hit by oil shocks, pandemics, and bursting bubbles. Reagan’s recession was largely the Fed’s medicine for Carter-era inflation; the recovery that followed was strong. Trump’s pre-COVID numbers were solid; COVID was not a typical policy-induced slump. “Crashed” implies they uniquely wrecked a healthy machine. Reality is messier business cycles plus bad luck plus some policy choices.
The war part
This is even sloppier.
• Reagan sent Marines to Lebanon as peacekeepers; 241 were killed in the 1983 barracks bombing and he pulled them out. He also tilted toward Iraq in the Iran-Iraq War and had limited Gulf naval clashes. That is not “started a war” in the same sense as a large-scale invasion. 
• GHW Bush did start a major Middle East war: the 1991 Gulf War after Iraq invaded Kuwait. It was short, coalition-backed, and stopped at liberating Kuwait rather than occupying Baghdad. 
• GW Bush started the two big post-9/11 wars: Afghanistan (clear response to an attack on the U.S.) and Iraq 2003 (WMD/regime-change rationale that did not hold up). Those are the ones that fit the meme best.
• Trump’s first term: no new major war. He continued existing campaigns, hit ISIS, and ordered the Soleimani strike. He ran on “no new wars.” In his second term the picture changed—reporting from 2026 describes a large-scale U.S.-Israeli campaign against Iran framed as regime-change/war of choice. That post-dates the typical version of this meme. 
So two of the four clearly launched major Middle East wars. The other two had military involvement that was smaller, reactive, or later.
