An audit brings important findings into the public record. It gives institutions, lawmakers, civil society and citizens evidence to question how public resources are managed and whether established procedures are being followed.

But evidence only becomes meaningful when it informs action.

The findings must be examined. The recommendations must be followed. The gaps must be addressed. And the systems that allowed those gaps to occur must be strengthened.

Ultimately, the measure of an audit is not only what it reveals, but what institutions do with what it reveals.

In July 2026, #Nigeria held its very first Women in Public Sector Audit (WiPSA) Leadership Dialogue. There, a State Auditor-General told the room:

"Since the creation of my state in 1991, not a single woman has ever worked in the state audit institution, let alone become the Auditor-General."

We could not have gotten better, more honest validation for why the WiPSA initiative must exist; and must grow.

That is not a minor gap. That is decades of exclusion baked into the very institutions responsible for holding government accountable. And so, we are doing something about it.

At the Dialogue, convened by @PLSInitiative, @SWAN_NGR, and @ibpnigeria, we launched the Gender-Responsive Auditing Framework (GRAF): a practical tool to help Nigeria's 36 state and LGA audit institutions integrate gender considerations into their audit work, from planning to reporting.

PLSI's annual Subnational Audit Efficacy (SAE) Index will also begin measuring gender performance across Nigeria's subnational audit institutions.

This is only the beginning.

We are committed to sustaining WiPSA as an annual, reform-oriented convergence - a space where Nigeria's audit sector confronts hard truths, builds new frameworks, and advances the kind of inclusive, effective public audit that citizens deserve.

What does ₦510.47 million in unaccounted funds mean for the people of Kebbi?

The answer goes beyond the figure. It is about what public resources are meant to deliver and whether citizens can see the value of those resources in their everyday lives.

Behind every naira in public funds are roads to be maintained, schools to be strengthened, healthcare services to be improved, and public programmes designed to serve citizens.

Kebbi State’s 2025 Audit Report identifies 20 audit issues and 8 key recommendations. These findings should not end as figures on a page. They should prompt questions, corrective action, and measurable improvements in the management of public resources.

Because public audit is not simply about identifying what went wrong. It is about ensuring that what is found leads to what is fixed.

The real test of accountability is not the audit report itself, but what happens after the report is published.

Financial and compliance audits remain essential to ensuring that public resources are properly managed. But they do not always tell the full story.

Performance audit asks a deeper set of questions: Did the programme work? Did citizens benefit? Were resources used efficiently? Was value achieved for public money?

At the subnational level, where state governments oversee many services that directly affect citizens' daily lives, these questions are particularly important.

Our latest research explores the absence of performance audit at the subnational level and the accountability gap it creates.

The future of public audit must not be about records alone. It must be about results.

We’ve heard this one before.

In 2022, the Federal Government launched EYEMARK, a website and app that was supposed to let Nigerians track government-funded projects, see how much was appropriated and report what was happening on the ground.

By 2023, the platform was said to be insufficiently populated because MDAs were not providing enough information.

Now, FG wants to build another platform for all 774 LGAs.

Great idea, yes. But we've learnt that a transparency portal is only as useful as the information government puts into it.

That’s the gap @TrackaNG has been working in for years, empowering citizens to monitor millions of government projects and hold public officials to account.

And one thing we know too well is that the technology is not the hard part. The commitment to transparency is.

Yearly, state governments in #Nigeria spend billions on public services.

Their audit institutions review the accounts and report on how the money was spent.

But citizens don't experience government through financial statements. They experience government through the QUALITY of the roads they use, the schools their children attend, the hospitals they visit and the opportunities available to them.

And those outcomes deserve to be audited too.

That is the case our latest research makes: “Absence of Performance Audit at the Subnational Level: An Accountability Gap in the Nigerian Governance Sector.”

While financial and compliance audits remain important, #PerformanceAudit shifts the focus from inputs and compliance to outcomes and impact; asking whether public resources achieved value for money and whether government programmes are actually improving citizens’ lives.

This is particularly urgent at the subnational level, where state governments are responsible for many of the services that most directly shape citizens' everyday lives.

We invite policymakers, Auditors-General, State Houses of Assembly, civil society organizations, media practitioners, development partners, researchers and citizens to engage with this research and join the push for stronger, outcome-focused public audit in Nigeria.

The Osun 2026 Governorship Election is over. Public Accountability must continue!

Citizens in Osun State have exercised their democratic right to choose who will lead the state affairs in the next 4 years. But the responsibility of ensuring that government delivers for citizens does not end at the ballot box.

The next chapter is about governance, public spending, service delivery, and accountability. As the new administration begins its work, citizens will need strong institutions capable of scrutinizing how public resources are allocated and spent, and ensuring that identified irregularities are properly addressed.

This is where effective Public Accounts Committees (PACs) become critical.

PLSI's Subnational Audit Efficacy (SAE) Index 2025 found that: only 3 states in Nigeria, excluding #OsunState, have effective Public Accounts Committees in their State Houses of Assembly.

An effective PAC helps ensure that audit findings do not simply remain on paper. It provides an important mechanism for legislative follow-up, questioning government spending, addressing financial irregularities, and demanding corrective action where necessary.

For Osun, the conclusion of the election should mark the beginning of a new accountability cycle, one where elected leaders are not only judged by their campaign promises, but by how transparently they manage public resources and the results they deliver for citizens.

Elections choose leaders. Strong accountability institutions help ensure those leaders deliver.
