It doesn't *measure* it, but everyone who's studied population knows that there's a timelag in rates flowing thru to population growth/decline: that's how it works. TFR is a very good measure at either overall level or by age group.

Yes, they are much too high... but that is due to lack of prioritisation & investment in adequate access to contraception. Evidence shows that, everywhere, access is improved, birth rates fall ... everywhere.
