There you go, Chukchi Autonomus okrug from official russian 2021 census source. Russians - almost 54% and Chukchi - 28%, as I said.

@Preist_Prayin1@MonPrimLemon Well, what are your sources for your numbers? Mine is based on official census from different years. Those areas are remote and always had and will have low population and very low density.

Here’s last available data on Dolgan, Koryak, Evenki and Chukchi okrugs. Those indigenous people are small numbered and far from being majority
@Preist_Prayin1@MonPrimLemon A) first 3 you mention - do not exist administratively for almost 20 years
B) in ALL cases ethnic groups, those okrugs named after, are 1/3 of the population at best, more than half are Russians in all cases
C) Population in most of these okrugs is the same as in Liechtenstein

This is why from all of Turkic languages Turkish is the high up there - a lot of speakers, good economy + your mentioned benefits
