'IT'S THE LEADER, NOT THE BUDGET': EX-VP LENI SPOX SLAMS SARA OVER FUNDING ISSUE

Atty. Barry Gutierrez, former spokesperson of the Office of the Vice President (OVP) during Leni Robredo's term, criticized Vice President Sara Duterte over the OVP's announcement regarding the lack of funding for its Medical and Burial Assistance Program under the 2025 General Appropriations Act (GAA).

"Sasabihin ko lang ulit. Ang ₱730M na budget ni VP Sara ay mas malaki pa rin sa budget ni VP Leni sa 5 out of 6 years ng kanyang panunungkulan. Again, it's the leader, not the budget," Gutierrez posted on X (formerly Twitter) on Wednesday, January 15.

The OVP earlier issued a statement apologizing for the inconvenience caused by the absence of funding for the program.

"There is no approved budget for the Medical and Burial Assistance Program of the Office of the Vice President under the 2025 General Appropriations Act (GAA). We apologize for the inconvenience," the OVP said.

This came despite Duterte's assurance in September 2024 that the OVP could operate even without a budget.

"Handa kami. Handa kami, handa ako, sa Office of the Vice President na magtrabaho kahit walang budget. Maliit lang 'yung opisina namin. Maliit lang 'yung operations namin kaya kayang-kaya naming magtrabaho kahit walang budget," Duterte declared at the time.

The 2025 GAA allocated ₱733,198,000 to the OVP, with ₱117,087,000 for General Administration and Support and ₱616,111,000 for Socio-Economic Program Delivery.
