All three must come into existence at once logically. God is not only omniscient but has decreed all things. I think that another problem is that most churches are not teaching consistent Biblical doctrine which leads to all kinds of problems and inconsistencies. Only in saving some of those deserving of death could God display mercy, grace, and forgiveness. Love is sacrificially giving on behalf of another. The flood was to prevent humanity-ending mutation IMO. 2nd?
