3 players to the flop. Player 1 all in on flop for 17k. Player 2 throws out 17k to call, action is on Player 3. Player not in the hand realizes the pot is incorrect, the dealer takes it upon hisself to reconstruct the pot and realizes Player 1 had 4k that was not pulled in preflop. The floor is then called, and Player 1 is now all in for 13k. Player 2 is demanding that action has changed and he should have an option. The ruling was that Player 2 has accepted action even though it is less than the original 17k. There was a dealer error, but under no circumstance could he take an aggressive action after accepting the flop action. Is this the correct ruling? Is there a better/different way to handle this situation?
